The Real Estate Division (NA-913) provides real estate services to ensure NNSA's infrastructure is sustainable, effective, and adequate to safely to achieve the goals and mission requirements of the numerous NNSA programs, operates and manages the NNSA real property program. This position is in the Office of Infrastructure Lifecyle Management (NA-91), Real Estate Division (NA-913).
Duties
As a Program Analyst you will:
Serve as an agency-wide recognized authority or resident expert in the real estate acquisition program and lead the major function, or a highly specialized subject matter/program area, where little or no precedent or guidance exists. Leads project development with extensive knowledge and expert understanding of analysis, interpretation, application of project management, construction, and real estate principles, policies, laws, and regulations supporting acquisitions.
Serve as the project manager for real property acquisitions including non-traditional acquisitions for NNSA, developing solutions, communications, and guidance of unusually difficult, complex, or controversial problems where the nature and scope of issues may be initially undefined and that serve as precedents for implementing major new programs, establishing a repeatable real estate process and policy that may supplant or significantly revise existing department- or government-wide policies.
Apply a wide range of advanced quantitative and qualitative methods of assessment of the real estate acquisition program. Provides guidance and analysis to result in development of complex programs/projects, assisting in budgetary, and congressionally mandated reporting requirements.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-03 (GS-13).
Specialized experience for this position is defined as: Experience applying an extensive knowledge and expert understanding of the full array of project management, construction, and real estate principles, policies, laws, regulations to develop a real estate acquisition program of exceptional scope and difficulty.
Examples of Specialized Experience:
1. Experience developing and/or modifying departmental or government-wide program management policies, regulations, directives, and programs.
2. Experience implementing major new programs and management processes or regulatory requirements that supplant or significantly revise existing department- or government-wide policies.
3. Experience resolving differing viewpoints on key program matters and assuring concerted action.
