The primary purpose of this position is to serve as installation Chief of Protocol and serve a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the organization.

Duties

Exercises 1st level technical and administrative supervisory personnel management responsibilities for 25 % or more of duty time. Plans work to be accomplished by subordinate employees, sets and adjusts short and long-term priorities, and prepares schedules for completion of work. Plans, organizes, and directs the activities of assigned organization, ensuring that all protocol policy and procedural guidance are disseminated to Team Robins organizations is proper with regard to visiting dignitaries, military ceremonies, major conferences. Represents the organization with a variety of Installation, Team Robins, and HHG customers. Establishes, develops, and maintains effective working relationships with local and off-station locals. Participates in various types of process improvement team initiatives to achieve performance of work process times, quality, and effectiveness.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0301 Miscellaneous Administration and ProgramSeries. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience must include 1) Establishing and maintaining effective working relationships with groups interested in or affected by agency protocol policies and procedures; 2) Applying knowledge of the organization and key personnel to plan, analyze, and coordinate protocol activities such as distinguished visitor support, ceremonies, social activities, and/or formally hosted meetings and conferences; 3) Applying knowledge of protocol peculiarities for foreign visitors to locate sources of accurate, current information for each area of the world; 4) Advising and instructing escort and support personnel on protocol matters. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force and Command policy/regulations relative to protocol processes. Comprehensive knowledge of organizational elements of Team Robins, AFSC, AFMC, as well as a working knowledge of other commands, Air Staff, USAF, and other agencies. Knowledge of communication principles, methods and techniques; and skill in applying this knowledge to the development of protocol standard work for all customers interested in or affected by the installation protocol team. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Skill in effectively interacting and dealing with Installation and off-station officials and a variety of public officials, including news media representative, state/local government and foreign officials. Skill in presenting information orally in a logical and clear manner to explain programs, projects or activities to both internal and external audiences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
