About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command at Fort Eisenhower, Georigia.

Duties

Serves as a staff level program analyst in the U. S. Army Cyber Command (ARCYBER) G-8. Analyze and evaluate the management integration, and controls required in the execution of assigned programs associated with selected Operation and Maintenance, Army, Research Development and Technology, and Procurement funds. Apply in-depth program analysis principles, extensive Army-enterprise cost models, and specialized budget formulation techniques. Provide highly skilled technical manpower and dollar expertise in building Program Objective Memorandum (POM) resource realignments and establishing the preliminary baseline for budget formulation Program Laydown Reviews. Provide guidance and coordinate development, consolidation, review, defense, and approval of various complex programs POM budget development and the Budget Estimate Submission preparation. Develop funding recommendations in accordance with Congressional, Office of the Secretary of Defense (OSD), and HQDA directives and guidance for issuance to Major Subordinate Commands (MSCs) and field activities. Review and analyze budgetary input from Major Subordinate Commands and field activities and determines, within approved program target objectives, which items will be funded or not funded. Develops priority listings for inclusion in program and budget submission, and defends, or justifies, the major item mission, during ARCYBER, HQDA, and OSD/Office of Management and Budget (OMB) program and budget reviews. Monitor, review, and analyze planning, budgeting, execution, control, and evaluation activities of on-going major and secondary item programs in terms of OMA funding and changing functional requirements. Develop civilian pay baseline by Unit Identification Code utilizing the Army Cost and Economic Analysis Center’s rate by civilian type. Develop policies and procedures for implementation by the MSCs, and project managers, in order to report all program and budget actions in accordance with DA regulations. Participate in field visits and reviews and serves as a member of special study groups or task forces related to assigned responsibilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 25% of the time.
  • Must be able to obtain and maintain TOP SECRET clearance.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) technical expertise in building Program Objective Memorandum (POM) resource alignments and establishing budget formulations; (2) Reviewing and interpreting complex policies and directives; performing substantial continuing analysis of planning, programming, budgeting, and execution (3) analyzing program and budget execution processes for impact on assigned workload requirements and resources and providing recommendations for program changes and funding to major subordinate commands; and (4) Preparing briefings of policy and procedure to for different level personnel.
