The primary purpose of the position is to improve the quality, efficiency, and effectiveness of
care delivered by the Mental Health Service Line (MHSL). By developing, analyzing, evaluating
internal and external processes, the Program Analyst incumbent will be able to knowledgably
advise on manpower utilization and productivity and distribution of work assignments necessary
to achieve successful operation of the mental health services throughout the geographically
dispersed Sheridan VAHCS.
Duties
Major duties include but not limited to:
The incumbent reviews, analyzes and evaluates the needs and accomplishments
of mental health programs by review of reports, studies, projects, and information
provided by support personnel, and contractors; identifies existing or potential
problem areas and recommends corrective action of preventive measures.
The incumbent monitors, tracks, analyzes, and evaluates efficiency,
effectiveness of clinical access, workflow, grids, and clinic setup.
The incumbent works directly with and communicates regularly with Mental
Health Leadership, other administrative staff, clinic program managers, service
chiefs, etc. making recommendations on process improvements and assisting in
implementing change as directed.
Incumbent analyzes the stop code data and costing for make/buy analysis for
formulation and execution of annual budget and applies them to planning and
implementation projects.
The incumbent is skilled in planning, scheduling, and conducting projects and
studies to evaluate and recommend ways to improve clinic operations.
The incumbent is responsible for tracking, trending, and applying analytical
methods, and techniques to evaluate issues concerning the efficiency and
effectiveness of program operations.
The incumbent will review clinic make up, use, and measures with GPM, AGPM,
CPM, and MCA quarterly as scheduled.
Participates in the planning, coordination, and data extraction for all site
visits relevant to the Mental Health Service Line.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience for GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative
methods and techniques to assess program utilization for effectiveness or
improvement of management processes and systems concerning the efficiency
and efficacy of SVAHCS program operations carried out by administrative or
clinical personnel; adapting analytical techniques and evaluation criteria for
the measurement and improvement of VHA and MHSL program effectiveness
and/or organizational productivity; work under pressure and meet deadlines effectively while prioritizing competing tasks; establish and maintain effective working
relationships with clinical and administrative staff to include inter-personal skills OR,

This includes the use of management tools and techniques and software programs to produce correspondence, reports, feasibility, studies, needs analyses, spreadsheets, and presentations; preparing project papers and staff reports and skills in organizing and delivering briefings to supervisory staff to encourage understanding and acceptance of findings and recommendations.
