This position is located within the Business Office of the Sheridan Wyoming Healthcare System, Sheridan, Wyoming. The incumbent serves as the Community Care Network (CCN) Manager and reports directly to the Deputy Chief of the Business Office. The employee provides support and required oversight to the Community Care department.

Duties

Major duties include but nit limited to: Oversees the community care process and provides coordination of care efforts across all VISN 19 facilities in the Sheridan's area of responsibility. Serves as the facility program subject matter expert in the development and implementation of programs and projects that concentrate on business practices that result in improving data reliability, validity, and timeliness, from all levels of the health center, and in properly capturing and documenting workload for facility funding. Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports for CCN authorizations, expenditures, and medical records retrieval/consult closure; and summarizes trends and issues to the VISN and Facility, Chief Financial Officer (CFO), Deputy Network Director (DND), and Facility Leadership. Participates in systematic Internal Reviews with Compliance Officers of the VISN and VAMCs as well as any auditing bodies who request reviews. Develops and implements systems and procedures for improving cost effectiveness and productivity. Prepares clinical/financial feasibility studies for CITC and makes recommendations in strategic planning sessions and directs implementation independently. Performs facility level program cost analysis projects and performance, cost benefit, and economic evaluations of all Community Care Network programs. Incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Analyzes, evaluates, and advises on the effectiveness or work methods and procedures, organizations, space and manpower utilization, management controls, information and documentation systems and similar functions of management. Responsible for hiring and training activities, including the administrative orientation of clinical staff. Develops the need for and maintains awareness of available resources making recommendations to the CBO and DCBO regarding needs, distribution or redistribution or resources Preferred Experience: AMSA Experience, CITC Experience Work Schedule: Monday-Friday 07:30am-16:00pm Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of agency goals and objectives, the sequence of timing of key program events and milestones, and methods of evaluating the work of program accomplishments; Knowledge of effective communication skills, oral and written, for communicating with persons of diverse educational and professional background to motivate employees, ability to act quickly under considerable pressure with diplomacy to make knowledgeable, independent judgements for the Service; Knowledge of budget formulation, audit, trend analysis, utilization review and quality assurance techniques to establish benchmarks; d knowledge of the principles and practices related to the management of health care program area and the ability to apply this knowledge to solve the unique problems arising in the VHA health care delivery system for CCN; Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative, clinical, and technical health care programs???????; Skill in training, facilitating, and managing cross-disciplinary teams that are working on sensitive, confidential matters and making decisions with large degrees of uncertainty????;Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Physical Requirements: The work is primarily sedentary but there are instances of standing, bending, walking, lifting and carrying of items such as records, files and reports.
