Incumbent serves as the Nursing Service Program Improvement Specialist in support of the Chief and Deputy Chief of Nursing service and is an essential part of the management support team. The incumbent's duties will performance improvement, policy/governance, management of special projects, personnel management, and budget and procurement/contract management.

Duties

Major Duties include but not limited to: Providing consultation in Strategic Analytics for Improvement and Learning (SAIL) and directing associated nursing performance improvement efforts as well as other assigned performance measures. Serves in a consultant role to the Chief and Deputy Chiefs of Nursing Service, Nurse Managers, Nursing Program Managers and staff. He/she will serve as a principle advisor for highly complex, internal and external processes and issues. Initiates and leads teams, projects, and studies that will impact the overall functions of services in such areas a policy development and implementation, work methodology, and workflow processes through Performance Improvement framework. Responsible to review and analyze complex data sets such as SAIL, IPEC, ORYX and HEDIS to identify trends, set goals, make recommendations for improvement, and facilitate related performance improvement. Knowledge of healthcare management principles and practices and the ability analyze complex data sets, drill to a granular level for causality and to apply a broad base of knowledge to solve problems. Evaluates circumstances where new operational procedures are needed and where information systems require revision. Develops implementation plans for data management systems. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Provides position management advice and recommendations to nursing leadership including providing advice on the distribution of workload among positions and clinics, and the processes and steps needed to complete the work. Advises and assists staff members on directives, policies, and best practices for making data accessible and applicable in improving performance. Performs other duties assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Collects, reviews, analyzes, and trend data to verify accuracy, identify problem areas, provide objective assessments, prioritize identified problems, and recommend appropriate actions. Develops performance management tracking tools; extracts, analyzes, reports and provides data to assess outcomes, utilization and risk outcomes, and characteristics of patient populations. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Assists with managing supply needs, services, material movement, and real property for the Service.. OR, Education for GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination for GS-11: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters Degree. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Initiates and leads teams, projects, and studies that will impact the overall functions of services in such areas a policy development and implementation, work methodology, and workflow processes through Performance Improvement framework. Provides expertise in the design of data systems and analytical tools that improve health care efficiency, quality, effectiveness and safety. Preferred Experience: Previous work experience including data analytics within VA, performance improvement methodology and application, project management skills, equipment/service procurement, and service level HR related personnel management.
