The incumbent serves as Veterans Equitable Resources Allocation (VERA) Coordinator for Sheridan VA Medical Center and satellites. The purpose of this position is to serve as analyst/advisor to management on the evolution/effectiveness of programs; to assess productivity/effectiveness/efficiency of clinical program operations involving functional support/assistance to facility leadership; to measure/assess clinical business activity with an emphasis on improving clinical operational performance.
Duties
Major duties include, but are not limited to:
Serves as subject matter expert within the health care system to collect and analyze data from the Corporate Data Warehouse, the Veterans Health Administration Office of Productivity, Efficiency and Staffing (OPES), the Managerial Cost Accounting Dashboard (MCAD), the Austin Automation Center (AAC), and the Allocation Resource Center (ARC).
Serves as a technical advisor to senior facility leadership; provides guidance and recommendations.
Monitors in the implementation, management, and evaluation of Veterans Equitable Resources Allocation (VERA) oversight programs.
Ensures the programs meet required standards and/or criteria; conducts special studies and analysis, including feasibility studies and cost/benefit analysis.
Maintains an effective working relationship and promotes an effective and productive relationship with medical center staff.
Develops databases that support benchmarking of data, including financial data, patient populations, and workload data.
Designs and develops reports and databases; translates data into meaningful management information that is made available to a wide variety of constituents, including oversight bodies and stakeholders.
Produces information via databases and special studies that helps to evaluate/analyze, on a quantitative or qualitative basis, the effectiveness of programs in meeting and establishing goals and objectives for the VERA program.
Coordinates and disseminates data, special projects, and other information pertaining to relevant program responsibilities with medical center staff for review and/or action.
Conducts surveys or reviews of Departments/Service lines, as requested by the Director, Associate Director, or identified as an area of risk, to evaluate resource utilization, workload/cost reporting, and data validation activities.
Assesses and evaluates data based on a thorough understanding of objectives and functions of clinical and administrative applications.
Performs clinical or administrative training on areas of improvement based on the analysis performed within the service.
Provides basic Veterans Equitable Resources Allocation (VERA) training to staff as requested.
Communicates factual and procedural information, orally, and in writing, to the appropriate senior manager, Board, Committee, or Service by preparing briefing materials, graphs, reports, cost analysis, and correspondence.
Provides Veterans Equitable Resources Allocation (VERA) reporting updates on facility audits and data that have been performed.
Provides monthly updates on all facility audits that have been performed over the previous month.
Completes daily, weekly, and monthly reports for utilizing multiple programs and data sources, including Nuance, cubes and reports, and 7 or more other data sources.
Completes reports on inpatient and outpatient workload.
Counsels and advises program managers on the methods and procedures for collecting and analyzing data from management reports.
Uses the appropriate data sources and information management tools for reports.
Demonstrates personal initiative to maintain and expand technical knowledge.
Displays customer relations skills through effective communication (written and verbal) with internal and external customers.
Work Schedule: 7:30 am to 4:00 pm, Monday through Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Telework for a highly qualified candidate (ad hoc, # of days per pay period) may be available, pending 90 day review and supervisor approval.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience (GS-12): You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Serving as subject matter expert within the health care system to collect and analyze data from the Corporate Data Warehouse, the Veterans Health Administration Office of Productivity, Efficiency and Staffing (OPES), the Managerial Cost Accounting Dashboard (MCAD), the Austin Automation Center (AAC), and the Allocation Resource Center (ARC);
Providing reporting updates on facility audits and data that have been performed;
Completing daily, weekly, and monthly reports for utilizing multiple programs and data sources;

Developing databases that support benchmarking of data, including financial data, patient populations, and workload data;
Producing information via databases and special studies that helps to evaluate/analyze, on a quantitative or qualitative basis, the effectiveness of programs in meeting and establishing goals;
Conducting studies, analyzing findings, and making recommendations to management (on a quantitative or qualitative basis);
Coordinating workload, resource use, information management, revenue enhancement, and program funding activities through leadership; conducting feasibility studies and cost/benefit analysis.

Preferred Experience:
Previous work experience as a VA Program Analyst, such as Veterans Equitable Resources Allocation (VERA) Coordinator; previous work experience including analytics of a corporate or federal program in a health care environment; previous work experience, related to accounting tasks, using VA software, accounting packages, spreadsheet, presentation, word processing, or similar programs (such as: Microsoft applications, Excel, PowerPoint, and Word); previous work experience effectively communicating orally and in writing with a diverse and wide range of individuals; previous work experience related to data analysis and other analytical experience.
