This position serves as an expert analyst on the evaluation of the effectiveness of programs and operations and/or the productivity and efficiency of business and management processes. This includes designing, implementing, coordinating, and/or overseeing a variety of complex management programs impacting the USPTO travel, budget, agreements, resource management, employee development, training activities, and functions in support of the Office of Policy and International Affairs

Duties

The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy. This position is for you if... You will enjoy interpreting Federal Travel Regulations, Department of Commerce and USPTO travel policies to support the goals of OPIA's staff and programs within the parameters of the established guidelines. You are skilled to plan, develop and coordinate and conduct continuing evaluation and analysis of assigned program areas for overall operational efficiencies/inefficiencies, program-related trends, effectiveness in achieving planned goals, objectives, and milestones, and effective budgetary/resource utilization. You look forward to planning and/or conducting in-depth special studies; developing and/or evaluating policies and procedures in assigned areas of responsibility; designing and coordinating planning activities. You are ready to supervise a staff of Administrative Support Specialists and Management and Program Analyst, performing supervisory and/or managerial duties and responsibilities; and Serve as the lead approving official for the OPIA within assigned program and functional areas.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13. Specialized experience for this position includes: Experience utilizing Concur travel in overseeing the management of all associated activities related to travel. Experience providing analysis of organizational procedures and providing input in the implementation of process improvements. Experience providing oversight in budget, program operations, business productivity and management processes requirements within an organization.
