The CYS Service Center (C2SC) is looking for a motivated HR professional to join their team, as a HR Specialist, NF-0201-04 in the Placement Branch. Position will be located at Fort Carson, Colorado. This is not a remote position.

Duties
Provides a full range of HR services for managers and employees; advises management and employees on complex personnel issues.
Assists the NAF Human Resources Officer in developing short and long range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies.
Provides continuing technical advice and assistance to assigned organizations in resolution of staffing problems. Applies knowledge of recruitment and placement principles and concepts.
Advises management on a wide range of staffing matters (e.g. recruitment strategies, workforce shaping/business-based actions, recruitment methods, special pay incentives, etc).
Responsible for recruitment and placement, screening and rating applications, determining preference categories, creating and issuing referral lists, extending job offers, and ensuring selectees meet requirements for entrance on duty.

- This is a CHRA NAF Career Path II position. Incumbent must complete the requirements for CHRA NAF Career Path II within twenty-four (24) months of placement into the position
Qualifications
1. Possess eighteen (18) months of work experience in a human resources office which demonstrates knowledge to apply Nonappropriated Fund Recruitment & Placement concepts, principles, laws, regulations and practices.
2. Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated recruitment and staffing problems and issues.
3. Possess work experience creating and posting vacancy announcements as well as rating applicants for qualifications and eligibility utilizing an automated recruitment and staffing system (i.e. USA Staffing, Avue, Resumix, PeopleSoft, etc.).
4. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems.
The related work experience must have been equivalent in difficulty and complexity to the next lower pay band (NF-03).
Highly Preferred:
In addition to the qualifications listed above, applicants will possess prior work experience in a NAF Human Resources Office in a recruitment and placement capacity and have successfully completed training in Basic Staffing, Customer Service, Organizational Structure, Basic Writing, and Time Management.
