About the Position: An HR Specialist utilizes an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented.
Duties
Advises managers about appropriate disciplinary or other corrective techniques responsive to a range of conduct and performance problems.
Explains rules and procedures to employees and management to help them understand rights and obligations while maintaining and encouraging objectivity in situations that may be charged with emotion and involve assumptions.
Conducts extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance while focusing managers and supervisors on all the processes of performance management.
Advises managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems.
Conducts studies to develop management interests and respond to union interests at the bargaining table.
Represents management in unfair labor practice and representation hearings before the Federal Labor Relations Authority and in impasse proceedings before the Federal Services Impasses Panel.
Communicates agency-wide labor relations policies and procedures to management and staff of the local organization or organizational segments serviced and relates existing precedents to the specific issue in justifying managements views.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes Applying the full range of Human Resources Management advisory and technical services specific to Labor Management Employee Relations (LMER) including: advising and providing guidance on complex or unprecedented issues and/or problems; researching case law; negotiating collective bargaining agreements; advising management on collective bargaining agreement; interpreting and analyzing laws, regulations and policies; managing, advising, and processing disciplinary actions; and providing high level written and oral communication to customers and/or managers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
