About the Position: Serves as the Chief of Personnel within an assigned Defense Health Agency's Region or Large Market Office. Incumbent will provide expert level consultation, support and assistance to the Market Office and Medical Treatment Facility (MTF) commanders, and key staff on DHA initiatives, including multiple functional areas for the purpose of maintaining a capable and committed medical workforce throughout the Market Area.
Duties
Reviews and evaluates multiple Human Resources related program areas and the need to respond to the overall needs of the Market Area and subordinate MTFs.
Supervises the market office Human Resources and Manpower staff and plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepare schedules for completion of work.
Ensures compliance with established policies and regulations by persuasion or negotiation.
Provides guidance and assistance to the Market Office, and subordinate MTFs on policies and organization wide issues.
Participates in special projects or comprehensive in-depth studies to identify and examine problems or operating issues that may impact the Market Area and its patient care delivery.
Analyzes and evaluates Civilian Human Resources (CHR) strategic plan execution for achievement of goals and objectives and makes appropriate adjustments.
Consults with strategic planning officials to discern strategic goals and objectives, and coordinates with DHA's HR offices to develop CHR strategies, based on diverse requirements.
Provides guidance, interpretation and instructions of laws, regulations, executive orders, DHA/DoD policies, procedures, and OPM decisions.
Consolidates studies and analytical reports, assures consistent interpretation and application of guides and/or regulations; provides advice or counsel on administrative and work matters.

- This is an inclement Weather Essential position. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.

Specialized experience: one year of specialized experience equivalent to the GS-12 grade level in the Federal service which is defined as: (1) providing technical oversight for civilian personnel programs/initiatives in the areas of policies and strategic goals/objectives; (2) ensures compliance of laws, regulations, executive orders, and a variety of local policies;(3) resolves unique and difficult human resources issues and conflicts; (4) recommending amendments to current policies and procedures, and use of alternative resources to improve a civilian human resource program.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
