This position is located in the Field Operations Directorate, District 12 in Cleveland, OH.. As an Congressional Liaison Specialist, you will liaise with the Congress on behalf of USCIS. You will provide expert technical advice, guidance, and interpretation of immigration law, regulations, policies, procedures, and judicial and administrative precedent decisions relating to USCIS.

Duties

Serves as the District’s primary legislative affairs lead supporting the District Director. Directs and coordinates all congressional liaison activity within the USCIS District in accordance with the USCIS Office of Legislative Affairs Strategic Plan. Maintains awareness of potential problems of a politically sensitive nature, areas of special or urgent congressional interest, and trends, and advise management on strategy to respond to congressional concerns. Plans and conducts regular outreach efforts specifically tailored for the needs of local congressional staff in order to exchange information, and promote USCIS programs and initiatives. Provides expert technical advice and assistance to Members of Congress and their staff in the analysis, interpretation and clarification of immigration issues and new and revised USCIS programs and initiatives. Provides complex technical guidance and expertise on interpreting laws and regulations, and policy and procedures on highly sensitive complex legislative, policy or individual casework matters.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/14/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/14/2024. GS-13: In addition to the requirements at the lower grade level(s), you qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing advice and recommendations on immigration issues relevant to immigration policy. Preparing reports or publications concerning the development of strategies to disseminate information to the appropriate audiences that have an interest in USCIS programs.OR Engaging in the practice of law or highly complex immigration casework concerned with the admission of aliens to, and their status in, the United States, including writing decisions and responses to immigration benefit decisions.
