This position is located in the Washington, DC Commuting Area in the Bureau for Conflict Prevention and Stabilization (CPS) Office of Transition Initiative (CPS/OTI) at the U.S. Agency for International Development (USAID).
Duties
Incumbent will serve as Division Chief for OTI providing expert program and policy advice and guidance for senior
leaders on the approach, content and duration of operations support for rapid response, contingency programs.
Serving as an expert on operational support for rapid response contingency programs, exercising strong leadership to ensure efficient and agile business processes.
Providing technical leadership and direction required for accomplishing the multi-functional work of an operational support unit to ensure effective rapid response, performing management functions relative to the staff supervised.
Promoting Diversity, Equity, Inclusion, and Accessibility (DEIA) goals and objectives.
Analyzing and evaluating existing and emerging functional requirements, providing recommendations, and resolving precedent-setting issues of operational efficiency and effectiveness.
Requirements

Qualifications
Specialized Experience:
GS-15: You MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
(a) Leading operational rapid response teams for a donor organization that supports international assistance programs.
(b) Advising and negotiating with internal and external stakeholders (federal agencies, non-governmental organizations, host country representatives, or private sector organizations) on the development and management of operations or policies for an international assistance organization supporting political transition, stabilization, or humanitarian relief working in crisis environments.
(c) Providing technical leadership and management supervision necessary to support rapid response activities for an international assistance organization working in crisis environments.
(d) Managing a full range of operational functions in support of a global rapid response workforce and directing staff with functional responsibilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
