This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), IBC FMD Administrative Support Division. The incumbent will be responsible for supporting the Directorate's activities in the areas of budget, financial management, and other analytical functions and projects as assigned.
Duties
Develops budget formulation, justification and execution of budgets, including budgets for current year and future years in accordance with IBC, DOI, and FMD policies, legislative and fiscal constraints.
Ensures a budget that balances the requirements of the diverse services and competing resources available.
Prepares and assembles exhibits, charts, reports, and other statistical material used in support of formal presentations.
Develops and formulates annual spend plans, monitors the use and rate of expenditures and revenue collection of funds, and tracks obligations throughout the execution phase of the spend plan.
Regularly meets with program managers and management for assigned activities to review the status of program projects, adequacy of funding, and status of client billings and revenue collection.
Tracks and monitors expenses versus obligations, analyzes data and independently resolves any discrepancies and/or issues.
Qualifications
At the GS-12 level, you must meet the following: One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience entering and/or retrieving data from an automated financial management system, analyzing the data, and preparing or providing the data to be used in reports for management.
At the GS-13 level, you must meet the following: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in preparing budget/spend plans for current and future years, tracks and monitors expenditures and/or revenues, prepares exhibits such as reports, charts, graphs, or other material used in support of formal presentations made to management.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education
Education can not be substituted for specialized experience at the GS-12/13 grade levels.
