About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia.
Duties
Serve as a senior action officer on issues and projects related to financial management, program budget execution, and unliquidated and negative unliquidated obligation management.
Perform obligation management analysis to include: analysis of command monthly obligations, budget plans for major dollar expenditures, adjustments, unliquidated obligation reviews, and unexpired resources against program.
Develop resource execution forecasting models, tools, and strategies for Army Cyber Command (ARCYBER) use in the planning, programming and budgeting processes.
Analyze multiple year financial management execution trends and develops predictive factors. Researches historical fixed costs, variable costs and one-time costs. Projects cover diverse functional areas with major funding impact.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Must obtain and maintain a Top Secret security clearance.
- This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051,
- amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

GG-11 LEVEL: Specialized experience at the GG-11 level: To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.Specialized experience would be demonstrated by practical knowledge of financial management principles, concepts, and methods to accomplish routine work assignments; working knowledge of web/cloud/computer based financial, asset and accounting management systems- its operation, capabilities and products; good working understanding of the sources, types, and methods of funding for assigned budgets; practical knowledge and understanding of Financial Management and resource allocation processes used to support acquisition of goods and/or services (i.e. Planning, Programming, Budgeting and Execution (PPBE)).

Education Substitution for Specialized Experience for GG-11: a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M degree from an accredited college or university. Combination of Experience and Education Substitution for Specialized Experience for GG-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
GG-12 LEVEL: Specialized experience at the GG-12: To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by ability to present and justify a budget to management officials, agency representatives, and budget examiners; skilled in analyzing and evaluating the effects of continuing changes in program plans and funding related to the organization's budget and milestones; working knowledge of web/cloud/computer based financial, asset and accounting management systems- its operation, capabilities and products; practical knowledge and understanding of Financial Management and resource allocation processes used to support acquisition of goods and/or services (i.e. Planning, Programming, Budgeting and Execution (PPBE));comprehensive understanding of budget execution processes and practices in order to develop, implement, and advise on organization policies and controls for the obligation and expenditure of funds.
GG-13 LEVEL: Specialized experience at the GG-13 level: To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by performs as a senior action officer on issues and projects related to financial management, program budget execution, and unliquidated and negative unliquidated obligation management; performs obligation management analysis to include: analysis of command monthly obligations, budget plans for major dollar expenditures, adjustments, unliquidated obligation reviews, and unexpired resources against program; developing resource execution forecasting models, tools, and strategies for use in organization planning, programming and budgeting processes; interprets and analyzes the results of financial execution in managed accounts to access headquarters and installation performance and to determine the adequacy of resource stewardship. Analyzes variances from performance goals and makes recommendation to higher echelons for improvements; analyzes multiple year financial management execution trends and develops predictive factors.
