This position is located in the Neurological Disorders and Stroke (NINDS), Information Resources Management Branch (IRMB). The NINDS is the nation's leading funder of research on the brain and nervous system. NINDS's mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease for all people.
Duties
Plan, coordinate and direct the development, implementation, and operation of NINDS's IT infrastructure and systems in achieving programmatic goals of the Institute.
Serve as a consultant and advisor to the NINDS CIO by planning and coordinating efforts and serves as an adviser and technical consultant on the Institutes Information Technology (IT) infrastructure.
Lead the information flow to and from leadership, governance, and steering committee bodies to ensure a prioritized, vetted, recommended, and approved portfolio of IT investments for NINDS to meet mission goals.
Develop NINDS strategies in the areas of technology implementation, information delivery mechanisms, standards, and NIH-wide trends and policies.
Administer project management duties for the Branch's full life cycle IT support and development contract.
Develop and implement an application development infrastructure for NINDS, including standards and procedures for development efforts, best practices for development, software and database standards, and user interface designs and templates.
Serve as alter ego to the Chief Information Officer and fully share with the manager the direction of all phases of the organization's program and work.
Requirements

Qualifications
To qualify for the Supervisory Information Technology Specialist you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. IT-related experience must demonstrate each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND to qualify at the GS-14 level:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-13 level in the Federal Government obtained in either the private or public sector typically gained in the IT field or through performing the following types of tasks: advising leadership on the strategic direction and management of significant enterprise-wide Information Technology (IT) resources and investments; developing or implementing IT strategic planning for an organization by establishing guidelines and standards for organization-wide IT; conducting appropriate analyses (cost/benefit analysis, impact analysis, etc.) for new IT technologies and investments; and, leading IT implementation efforts by developing appropriate plans, strategies, and measurements for success.
