The primary purpose of this position is to provide planning support in the development and maintenance of complex parts programming and software support for Numerical Control Industrial Plant Equipment (NCIPE), and provide support to other related type services
Duties
Receives and evaluates work requests to develop complete projects for the manufacture, remanufacture, modification, and inspection of complex parts.
Reviews engineering blueprints, specifications, and technical data to determine their adequacy and geometry.
Develops formal design of fixtures and special tooling in accordance with Air Force drawing specifications in order to position and hold part for machining or shaping to a specified configuration and/or finish.
Creates and provides engineering data support in area of software, flow sequence, flow time, inspection requirements and operations of NCIPE.
Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

Qualifications
This position is a developmental GS-09 Target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-09. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying engineering technician practices and methods; performing developmental assignments, analyzing data affecting program operations, providing recommendations to resolve issues, carrying out special projects and developing reports and briefings outlining study findings and recommendations, NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying analytical techniques to assess effectiveness and efficiency of operations and programs; analyzing data, conducting study reviews and maintaining records, and providing operations and resource management support; preparing reports and making recommendations to resolve problems within industrial/facility processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Numerical Control Industrial Plant Equipment (NCIPE) and of data processing methods/procedures in order to operate and manipulate the Interactive (CAE/CAD/CAM) Graphics System in solving complex problems as the relate to supporting industrial processes.
2. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders.
3. Knowledge of current automation technology and practices sufficient to evaluate the effectiveness of its use and provide assistance.
4. Ability to read engineering plans and specifications, gather, analyze, and present data and supporting analyses and research, interpret and apply rules, regulations and procedures.
5. Ability to independently plan, coordinate, organize and negotiate effectively with management and customers to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Knowledge of the operations, services, need, and goals of management and their programs, the organization studied or served, and related customers, functions, resources, and users.
7. Skill in establishing effective professional working relationships with managers, customers and contractors contributing to a cooperative work environment and successful accomplishment of mission.
