You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (LEAD TECHNICAL ACQUISITION SPECIALIST) in the CORPORATE OPERATIONS DEPARTMENT of NAVSURFWARCEN IH DIV.
This position is equivalent to the GS-13/14 level.
Duties
You will provide timely and cost-efficient business, tactical and strategic support services to the command, ensuring that material and services required by the department's mission are procured within budget and on schedule.
You will establish new and innovative acquisition processes to ensure timely delivery of procurements for the department's mission.
You will create and manage the acquisition strategy for the department that meets the department's needs based on funding, acquisition, ERP processes and restrictions.
You will interpret and review data packages for completeness to be sure the material can be procured in a timely and efficient manner.
You will write Statements of Work (SOWs) for major Department programs and for command strategic procurements.
You will serve as a Source Selection Evaluation Board (SSEB) chair.
You will provide oversight and solutions for strategic base-wide procurements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector analyzing and evaluating technical project requirements to develop and implement procurement strategies in order to improve the efficiency and effectiveness of acquisition programs.
