You will serve as a PROGRAM ANALYST in the Capital Planning and IT Program Management Branch of BUREAU OF NAVAL PERSONNEL.

Duties

You will serve as Contracting Office Representative (COR) on IT program service contracts under one million dollars. You will administer and provide contract oversight. You will act as primary interface with the contractor Program Manager for contract modifications, ensuring actions are addressed by established due dates and complies with applicable laws, policies and regulations. You will revies and advise on budgets, procurements and other financial resources aligned to support delivery of IT capabilities.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Reviews and advises on budgets, procurements and other financial resources aligned to support delivery of IT capabilities. 2. Coordinates planning meetings and working groups to develop and evaluate strategic plans, budgets, and financial acquisitions and associated directives pertaining to system development and acquisition. 3. Reviews and monitors Government Credit Card purchases in support of IT capabilities. 4. Develops cost estimates, conducts cost studies and similar and activities in the validation of IT program costs. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
