This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville NC VA Coastal Health Care System (FVACHCS), VA Medical Center (VAMC), Medical Staff Office, under the Chief of Staff. The primary purpose of this position is to provide administrative and technical direction and support to the credentialing and clinical privileging (C&P) operations of the Medical Center.

Duties

Serves as the subject matter expert (SME) to Licensed Independent Providers (LIPs) and Service Chiefs regarding routine and complex matters related to credentialing and clinical privileging (C&P). Assists the C&P Manager/Analyst in developing short and long-term goals necessary to accomplish the mission of the C&P program and drafting local credentialing processes and Medical Staff Bylaws in compliance with all applicable regulations. Ensures application packages, internal database, and other documents meet technical requirements, per specialty of provider. Reviews documents and applications for omissions and inconsistencies and assures accurate provider data is entered into and maintained in the VetPro credentialing database. Evaluates VetPro reports to detect problem areas requiring further investigation and researches reference materials, regulations, and standards to identify appropriate action necessary to correct the problem. Identifies trends or problems that may affect a provider's privilege status. Provides guidance and instruction to hospital staff in the completion of required documentation for establishing privileges for Licensed Independent Providers (LIPs). Completes primary source verification of state licenses, DEA license, certifications, medical specialty training, and board certifications through the appropriate entity such as the American Medical Association (AMA), National Provider Data Bank (NPDB), state licensing agencies, specialty certification boards, universities, Department of Defense (DOD), and other healthcare facilities. Serves as technical advisor to the Executive Committee of the Medical Staff (ECMS) and the Credentials Committee. Develops routine and special reports and correspondence, as requested by the C&P Manager/Analyst. Performs other duties within the C&P program, as assigned. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into a particular job series. This requirement cannot be waived. For the Health Systems Specialist position, applicants must possess education and/or experience that is directly related to the work of the position. Applicants must meet at least ONE of the following Individual Occupational Requirements for to be eligible for consideration. IOR Undergraduate and Graduate Education: Formal education in an occupation related major field of study, such as business or public administration, with coursework in health care administration (Hospital Administration, Public Health Administration, Business or Public Administration). OR, IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, IOR Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. NOTE: Applicants may meet the IOR based on a combination of education and experience, as outlined above. To qualify for this position at the GS-7 grade level, applicants must meet ONE of the following, in addition to meeting the IOR requirement above: Specialized Experience: Possess a minimum of one (1) year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: knowledge of basic principles and practices of credentialing and privileging operations; performing highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; communicating factual and procedural information clearly, orally and in writing; and/or gathering and analyzing basic facts and drawing conclusions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level applicants must have successful completion of one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). OR, Combination: Applicants may combine successfully completed graduate level education and specialized experience, as described above, to meet the total requirement. OR, Superior Academic Achievement (SAA): Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position ((i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration)and meet ONE of the following: Rank in the upper one-third of the graduating class. Possess a Grade Point Average (GPA) of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum. Possess a GPA of 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). OR, Combination: Applicants may combine successfully completed graduate level education and specialized experience, as described above, to meet the total requirement.
