This position is the Administrative Officer for the Audiology Service at the HWWVAMC in Huntington, West Virginia. The incumbent is responsible for obtaining and providing services essential to the management and operation of the service line, including budget and fiscal activities, personnel, supplies, space, equipment, contracts, administrative management, and management analysis. Provides administrative guidance to the service Chief. Represents the Chief in all administrative matters.

Duties

The duties include but are not limited to the following: Contributes to Service Line annual and long-range plans by collecting, combining, and analyzing budget, expense, and resource use metrics; manpower, personnel, and position information; space and equipment needs & requirements to develop recommendations and plans that incorporate all Service Line resource needs and meet the intent and requirements of the facility, VISN 5 and VHA policies, plans, goals, and guidance. Assures implementation of goals and objectives for long-range operational plans, including staffing, space needs, budget, and the need for contract work. Coordinates and reconciles the needs of the service line in project planning, including implementation of stated goals and objectives as determined by annual operational planning. Assists in the evaluation of the overall planning activities of the service line in relation to policies, plans and objectives established by VACO, using management reporting systems such as DSS, VSSC, and the Data Mart to obtain information upon which evaluations and planning decisions can be based. Evaluates new technology for application to the service's needs. Reviews and compiles multi-year plans developed by service supervisors and monitors and facilitates the accomplishment of these long-term goals and objectives, through the allocation of resources, funds, space, personnel, etc. Evaluates organization charts, workflows, performance and productivity metrics, budget plans, administrative processes and requirements, employee, and position data to analyze manpower and resource utilization, work distribution, and management controls. Interprets human resources regulatory, policy, and procedural requirements. Tracks staff data to ensure they're current on licensures, competencies, and performance appraisals. Coordinates and oversees the completion of applications and supporting documents for appointment, credentialing and privileging of full-time and part-time staff audiologists and the biannual ongoing professional practice evaluations for maintenance of assigned clinical privileges. Coordinates onsite continuing education offerings for the staff audiologists with the hearing aid manufacturers on the national hearing aid contract. Reviews the utilization of the non-clinical staff assigned to the service line. Conducts staffing studies, recommends staffing levels, and submits requests to the Resource Management Committee. Manages service line positions, and appropriately requests funding to fill vacancies or create new positions. Identifies problem areas and provides management with solutions to correct poor work situations, and prevent potential problems, including staff shortages. Reviews medical center policies and procedures, communicating new policies or policy changes to Audiology Service employees as appropriate. Researches and monitors existing policies, regulations, directives, and handbooks for compliance; receives changes, revisions, or new guidance; understands guidance/directives, investigates impact to the Audiology Service, and formulates implementation. Orients staff audiologists, health technicians, hearing instrument specialists and student trainees on service-level policies and procedures as well as VA rules, regulations, policies and procedures. Facilitates and monitors affiliation agreements with various higher level educational institutions and provides program coordination with analytical and managerial support. Develops the annual Budget Management Briefing Report, including the annual budget plan, budget worksheets, and budget forecast for the service's fund control points. Maintains close communication with the Chief of the Service and Fiscal Service to ensure sound budgetary controls and optimal utilization of funds within budgetary limitations. Recommends resource and fund allocations and adjustments. Allocates funds to the correct control points. Documents justification for expenditures and keeps records of same. Researches legal and regulatory rulings and secures legal opinions when necessary. Interprets regulations, monitors performance measures. Performs special fact-finding investigations for reports of survey, personal claims, patient abuse and disciplinary/adverse actions. Prepares written recommendations such as issue briefs and white papers and presents findings and recommendations to Service Line management. Qualifying examples of specialized experience are below: Prepares various documents, reports and presentations for submission and/or presentation in various committees Prepares management reports and/or responses to suspense and other facility or VISN-level requests Provides and analyzes data regarding clinical access, workload, productivity, utilization, etc. Provides knowledge and guidance regarding various VA and Joint Commission policies to ensure adherence Ensures control point funds are appropriately utilized and monitored OR, Education: Master's or equivalent graduate degree or full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . 1 full year of graduate level education or superior academic achievement Time In Grade: Applicants must meet the time in grade requirements of one year at the next lower GS-07 level. The appropriate SF50(s) must be uploaded for appropriate consideration.
