You will be serving as Material Handler in the Supply Chain Management Department at VA Puget Sound Health Care System, Tacoma, Washington American Lake Campus.

Duties

Checks received shipment items against electronic purchase orders and/or other related documentation. Verifies correctness of shipment prior to completing receiving process. Records, notes discrepancies such as shortages and damages. Maintains warehouse in a neat, clean, and orderly manner. Directs special attention to time sensitive and emergency requests. Maintains the flow of the warehouse by moving, delivering, shelving, storing and inventorying materials and equipment. Reads, writes, and maintains files of various government and commercial documents to include turn in requests, discrepancy reports of shipping and receiving documents. Maintains accurate inventories for all materials and equipment. Handles delivering and warehousing materials including hazardous, flammable and temperature sensitive products. Place items appropriately on shelving, pallets, or bins to ensure adequate safeguard and access. Interprets a variety of standards operation procedures (SOPs), directives, and policies. Follows oral instruction from dispatcher or supervisor pertaining to transporting, destination, cargo, deadlines, and any additional or special instruction when appropriate. Follows all guidance provided by various directives, handbooks, memorandum, property management regulations, supply and distribution policies, checklists. Prepares authorized materials for shipment (both small packages and bulk). Ensures all items are packaged or palletized correctly to prevent damage. Uses forklifts, manual and mechanized pallet jacks, and other loading and storage mechanisms. Understands how to load supply carts, vehicles or pallets to ensure safety and most efficient process. Adheres to all Occupational Safety and Health Administration (OSHA) operating and safety standards. Utilizes proper safety techniques when handling a variety of material and equipment. Uses all types of personal protective equipment (PPE). Takes all precautionary measures in an attempt to prevent serious accidents. Handles hazardous and sensitive materials according to established procedures. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Motor vehicle incidental operator requirements - Title 40 U.S.C. 471 requires OPM to issue regulations governing executive agencies in authorizing their civilian personnel to operate Government-owned or -leased motor vehicles within the United States, the District of Columbia, Puerto Rico and the possessions of the United States. OPM's regulations are found at title 5 CFR 930.Incidental operators are employees, other than those occupying a position officially classified as a motor vehicle operator, who are required to operate a Government-owned or -leased motor vehicle to properly carry out their assigned duties. To qualify as an incidental operator, an employee must possess a valid State license, have a safe driving record, pass a road test, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. OPM waives the road test for incidental operators: (1) who operate vehicles of one-ton capacity or less and who possess a current driver's license from one of the 50 States, the District of Columbia, or Puerto Rico, where domiciled or principally employed, except for incidental operators of buses or vehicles used for transportation of dangerous material, law enforcement, or emergency services; (2) who possess a current driver's license, for the specific class of vehicle operated, from one of the 50 states, the District of Columbia, or Puerto Rico, where domiciled or principally employed; or (3) in accordance with a specific authorization by OPM to the agency concerned. An agency head may waive the road test when it is not practical to apply it, and then only for an employee whose competence as a driver has been established by his/her past driving record. In general, no medical condition may be considered disqualifying unless there is evidence that it is likely to adversely affect job performance or safety to an unacceptable degree. At least once every 4 years, each agency will ensure that employees who operate Government-owned or -leased vehicles are medically able to do so without undue risk to themselves or others. Where there is a question about an employee's ability to operate a motor vehicle safely, the employee may be referred for a medical examination in accordance with provisions of title 5 CFR 339. Physical Requirements: Work involves considerable walking, pushing, and pulling a variety of carts and materials handling equipment. Works offloading and loading trucks, lifting products on and off-shelves, handling boxes frequently weighing over 40 pounds.- Will frequently handle equipment, furniture, and materials of an awkward and heavier nature in excess of 100 pounds. These items are typically handled using specialized equipment and/or assistance of co-workers.- Greater physical effort may be required on projects involving the movement of large quantities of product over an extended period of time including, but not limited to, turn-ins, large shipments and deliveries.- While operating vehicles, may be required to exert a greater level of physical exertion while backing and turning trucks, operating forklifts, or hand trucks on uneven terrains and uncertain conditions. Working Conditions- Required to work in storage buildings, pods, trailers, vehicles and warehouses that may be hot, cold, drafty, and poorly lighted. Employees work outdoors, on docks, making deliveries in all types of weather conditions during all seasons. Hazardous materials may be encountered in daily work activities.- Duties will be subject to the possibility of trips, falls, scrapes, cuts, bruises, or injury from the use of equipment. All types of Personal Protective Equipment (PPE) may be required. May be subject to conditions that could result in serious accidents; precautions will be taken.- Must possess a valid, state driver's license or commercial driver's license (CDL), as applicable, if required to operate a motor vehicle or commercial vehicle.
