Duties
This Psychologist position is located Inspections (INS), Analysis, Project Design & Logistics (APD&L), Operations Support Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as a team leader for planning and carrying out comprehensive covert testing projects.
Evaluating the effectiveness of agency security programs and operations using covert testing procedures and techniques.
Developing and executing covert testing projects and plans utilizing human factor methodologies and theories and experimental and quasi-experimental design.
Analyzing a variety of data collection techniques to identify critical factors and examine workforce behaviors.
Analyzing and interpreting test results to determine if security operations are effective and meeting programs requirements.
Advising agency leadership on recommendations to changes in security policies, operational plans, and
identifying future test areas of testing and research.
Preparing technical reports and documents to present to senior leadership, internal and external stakeholders that support the agencies findings and position on evaluating security operations and programs.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Applying test theory and methods utilizing experimental and quasi-experimental design to develop and execute testing projects; and
Experience using a variety of data collection tools/techniques and methods to generate and interpret results to determine the effectiveness of programs and systems; and
Performing research and statistical analyses to evaluate the effectiveness of current and proposed testing methods to assess the performance of people, processes, and technology.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
