Duties
ADDITIONAL INFORMATION: Band 4 Workforce Analysts lead efforts to gather, analyze, and interpret complex human capital data and trends in support of strategic workforce and manpower objectives. They develop and maintain balanced manpower plans, forecast changing human capital requirements, respond to complex data queries, and conduct Agency-wide organizational assessments. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Experience developing psychometric tools and methods such as surveys and focus groups to gather data.2. Experience applying advanced quantitative and qualitative data analysis and techniques, e.g. factor analysis and multivariate techniques in order to analyze issues, identify problems and formulate solutions.3. Experience developing job task analyses, competency frameworks, work roles and job descriptions.4. Experience communicating complex information to technical and non-technical audiences. 5. Experience validating accuracy and relevance of data sources. 6. Advanced degree in Industrial/Organizational Psychology.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Psychology. Master's or equivalent graduate degree from an accredited college or university in Industrial/Organizational Psychology, Educational Psychology, Applied Psychology, Cognitive Psychology, Experimental Psychology, Social Psychology, or a related field is preferred.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Experience managing projects, including developing implementation plans and schedules.2. Experience analyzing financial management data, i.e. investments and divestments to inform strategic workforce plan.3. Experience leading team of IOs conducting JTAs across the spectrum of different tradecrafts and orchestrating the socialization of key findings for strategic workforce planning purposes.4. Experience in multiple HR disciplines, e.g. staffing and placement, to advise human capital interventions for strategic workforce planning purposes.
