About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Serve as the Information Technology Specialist specializing in information security and systems administration for the enterprise level Endpoint Security Solution (ESS) firewalls and intrusion detection systems (IDS). Configure, install, maintain, monitor and troubleshoot enterprise level Endpoint Security Solution (ESS) firewalls, anti-virus and intrusion detection systems to ensure that the operating system(s) for each device is configured properly. Monitors McAfee and Windows Operating system logs for utilization, unauthorized access or other security violations and reports suspected security violations to the designated security manager and higher headquarters as required. Develop policies and procedures to ensure information system reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. Analyze potential and real threats and vulnerabilities affecting networks through system utilization reports, firewall software, IDS systems and any other software tracking system and maintains complete audit trails. Publish guidance and requirements for maintaining effective firewalls and the IDS systems. Provide network operation, administration and management of a variety of systems and infrastructure equipment in support of the Wireless security program. Areas of expertise include i network hardware/software configurations and 802.11 (wireless) technology.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Position is designated Special-Sensitive requiring the incumbent be able to obtain and maintain a TOP SECRET security clearance based on a Special Background Investigation (SBI) and be eligible for access to Sensitive Compartmented Information (SCI).
  • Employee must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • This position has been designated mission essential, requiring the employee to remain on duty or make every effort to report to duty during mission critical periods determined by management.
  • Incumbent may be issued and held accountable for one or more of the following; cellular phone, technical equipment, and/or government travel card to conduct official business.
  • This position may require the incumbent to occasionally travel up to 25% of time away from normal duty station.
  • The incumbent may be required to work overtime, other than normal duty hours, which may include evenings, weekends, holidays and call-back, and emergency shift work.
  • May be required to work shift work if the organization moves to a 24/7 operation.
  • Driver’s license is required to operate a motor vehicle to travel to supported facilities or regionally support sites.
  • Nondisclosure Agreement: This position requires access to classified information. Incumbent of the position will be required to complete a Standard Form (SF) 312, Classified Information Nondisclosure Agreement (NDA).

Qualifications

Specialized experience would be demonstrated by To qualify based on your experience, your resume must clearly describe the following quality experience: reviewing or monitoring current unclassified and classified vulnerability scanning results, emerging trends, and/or exploits for Accreditation documentation; recommending corrective actions to remedy threats within information systems including virtual desktop infrastructure; advising personnel on information assurance methods or policies; and participating in the design,development, and/or implementation of cyber threat data. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
