This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for supervising, leading, and directing the planning, development, coordination, execution, and evaluation of all components of Operational Environment (OE) interaction/replication in all assigned Joint Staff J7 Directorate and DD JT supported CCMD joint training exercises and rehearsals throughout the Joint Exercise Life Cycle (JELC).
Duties
As a SUPERVISORY JOINT EXERCISE PLANNER (OPERATIONAL ENVIRONMENT) at the GS-0301-14 some of your typical work assignments may include:
Coordinating and overseeing the work of a multifunctional OE Branch staff that develops customer-tailored OEs for training, exercises, and rehearsals involving models and simulation and replication of the opposing forces (OPFOR), counter-threat network, and synthetic media.
Planning and coordinating joint training, exercises, doctrine, and operations as well as contributing to the planning, programming, and budgeting system (PPBS) of the Branch.
Managing all training, exercise, and rehearsal objectives by analysis and incorporation of applicable portions of the current National Military Strategy (NMS), National Defense Strategy (NDS), Joint Strategic Capabilities Plan (JSCP), Capstone Concept for Joint Operations (CCJO), Presidential and Secretary of Defense Directives, the National Defense Authorization Act (NDAA), Joint Training Policy for the Armed Forces of the United States, Chairman's Joint Training Guidance, treaty obligations, the current Unified Command Plan, Security Cooperation Plans, Department of Defense (DoD) Directives, combatant commander (CCDR) Operational Plans (OPLANs) and Contingency Plans (CONPLANs) and CCMD training guidance and instructions, JSJ7 Joint Training Event Handbook and Joint Doctrine.
Conducting detailed research, analysis, and review in preparing staff actions and coordinating support for current operations, contingencies, and crisis actions.
Planning, developing, coordinating, executes, and evaluating all components of the OE requirements for all assigned JS J7 exercises and rehearsals throughout the Joint Event Life Cylcl (JELC).

- Must be able to travel to various United States locations, as well as CCMD Headquarters and exercise planning/execution locations outside of the U.S. This position involves some TDY within and outside the CONUS as needed.
- Employee must obtain/maintain a Special Sensitive (Top Secret/SCI) security clearance. Position may include additional program security requirements to fully
perform the duties and review responsibilities of the position.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Planning, designing, preparing, executing, coordinating and analyzing joint and multinational training exercises and events to support the warfighter;
Providing joint, multinational, and interagency training for all stages of mission rehearsal exercises to train rotational forces for deployment into wartime theaters of operation;
Providing advice, counsel, and instruction on both technical and administrative matters; and
Contributing to the planning, programming, and budgeting system (PPBS) of an exercise operations branch and contractor personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
