This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Police Officer (Instructor) engaged in Law Enforcement training. Participates in all Law Enforcement police operation duties.
Duties
Instructs training in a variety of subjects to include, but not limited to basic and refresher courses, terrorist response, weapons qualifications.
Develops law enforcement training exercises to test Installation Operation Plans.
Develops or adapts new or revised training or testing materials for formal course use.
Advises the Operations on training needs/weaknesses and required plan revisions to ensure organization is current with Army doctrine, DOD regulations, and other designated standards.
Apprehends, arrests or detains persons or violators.
Performs a broad range of law enforcement, investigation, crime prevention, traffic control, and community policing.
Conducts preliminary investigations pertaining to felonies, misdemeanors, and other criminal acts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Requires Secret Clearance (Tier 3)
- Incumbent must meet the requirements of AR 190-56 (The Army Civilian Police and Security Guard Program). Prior to appointment you must agree in writing to adhere to these conditions of employment.
- The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- Incumbent must have successfully graduated from the USACPA or complete within one year of hire date, unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG).
- Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
- This position requires you to pass the record Physical Ability Test (PAT) within 30 days of being hired and annually thereafter.
- This position requires the selectee to qualify annually for the Individual Reliability Program (IRP) as explained in IAW 190-56, Chapter 3.
- Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
- Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
- Incumbent must maintain personal capability to wear government furnished police uniform and safety equipment, including Chemical Protection Mask and other types of Personal Protective Equipment.
- This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
- Incumbent is subject to possible civil action due to improper exercise of arrest authority or injudicious use of force in the apprehension or detention of individuals.
- This position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) during Inclement Weather Conditions or other designed/identified emergency conditions.
- This position requires an initial and periodic medical examination to assess your ability to take the Physical Ability Test and to perform the essential functions of the job, with or without reasonable accommodation.
- This position requires certification in cardio pulmonary resuscitation and first aid.
- Incumbent is required to maintain a high standard of conduct at all times and will be continuously evaluated to determine if character, trustworthiness, and fitness is consistent with the high standards expected of the agency security professions
- This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
- Inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service for failure to meet a condition of employment.

- This position is subject to a Temporary Duty (TDY) or business travel of 10%.

Specialized Experience: One year of specialized experience which includes work utilizing laws and regulations to maintain order, protecting life or property; responding to calls for police assistance or emergency situations; arresting or mirandizing suspects; preserving evidence; conducting investigations; conducting vehicle or foot patrols; conducting personal or vehicle searches; developing or maintaining training materials; conducting or assisting instructor with training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
