This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Lead Traffic Investigator and Lead Police Officer on an assigned shift.
Duties
Serve as the Lead Traffic Investigator and subject matter expert for traffic collision response, investigations, reconstruction and traffic management operations.
Utilize specialized equipment and procedures while conducting traffic collision response, investigations and reconstruction.
Prepare traffic accident investigations and technical reports of investigative findings.
Exercise search and arrest authority to detains witnesses and apprehends suspects.
Responsible for Field Training of all newly assigned Law Enforcement personnel.
Serve as the Lead Police officer on assigned shift.
Conduct investigations on criminal cases by analyzing facts to identify suspects and develop case information.
Enforce the laws of the United States, the Uniform Code of Military Justice (UCMJ), and applicable local regulations involving persons and property.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. The position requires that selectee obtain and maintain a Secret security clearance.
- Successfully graduated from the US Army Civilian Police Academy (USACPA) or complete within one year of hire date, unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG).
- Incumbent must meet the requirements of AR 190-56 (The Army Civilian Police and Security Guard Program). Prior to appointment you must agree in writing to adhere to these conditions of employment.
- The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
- This position requires you to pass the record Physical Ability Test (PAT) within 30 days of being hired and annually thereafter.
- This position requires the selectee to qualify annually for the Individual Reliability Program (IRP) as explained in IAW 190-56, Chapter 3.
- Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
- Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
- This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. In accordance with (IAW) AR 600-85, a DA Form 5019R (Condition of Employment) must be signed for mandatory drug testing.
- Incumbent in this position is designated as mission essential (IAW DODI 3024.42 and DTM 17-004) during Inclement weather conditions or other designed / identified emergency conditions.
- Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- This position requires an initial and periodic medical / psychiatric evaluation.
- TDY travel is occasionally required.
- Successfully graduated from a DOD, Federal, National or State approved Traffic Management and Collision Investigation (TMCI) course or complete within one year of hire date.

Specialized Experience: One year of specialized experience which includes 1) maintaining law and order to protect life and property, detecting and investigating crimes, arresting or apprehending violators, and performing patrols; (2) performing protection duties to deter, detect, or deny unauthorized access at fixed installation, internal compound, or incident perimeter posts; (3) using word processing and web-based law enforcement computer programs to establish, update, query or print detailed reports, forms, or citations concerning incidents; and (4) conducting or assisting instructor with training of law enforcement topics or training fellow law enforcement officers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
