You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT) in the STAFFING DIVISION of OCHR OVERSEAS PROGRAM CENTER.
Duties
You will serve as a technical expert on recruitment and placement resolving difficult problems and providing technical advice to specialists within the branch as well as to specialists and managers in serviced installations and other organizations.
You will provide human resources services to organizations which are complex, subject to frequent reorganizations, including high level managerial jobs,
research/development/engineering occupations, as well as other difficult to fill positions.
You will provide technical advise on assessment and evaluation of recruitment and placement needs and methods, impact of mission changes, technical decisions on complex or unusual actions, and interpretation of OPM and higher headquarters directives.
You will provide guidance and render decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed
work and assessment of results obtained.
You will maintain high levels of work production in the branch, prepare and submit narrative and statistical data to the Division Head as required.
You will provide comprehensive Human Resources services to management and employees throughout a complex multi-mission local facility and serve as a link between local managers and the higher level in providing HR service delivery.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: .Performing a variety of complex recruitment and placement duties, resolving controversial and unique staffing and pay issues AND providing comprehensive HR advisory services to promote effectiveness and efficiency of program operations.
