This position is located in the Department of Defense, Office of the Inspector General (DoD OIG), Deputy Inspector General for Evaluations (DIG-EVAL), Evaluation Support Center, Administration & Resource Management Division. This position manages and conducts budget assessments and manages proper utilization of government funds.
Duties
Monitors project completion for all EVAL projects to assure the proper utilization of government fund estimates and expenditures.
Analyzes project plans, planned travel, and training in relation to the budget projections, dollars budgeted and spent, measures the strategic contribution of competing requests, and flags all monetary issues and risks.
Routinely informs EVAL Managers of any significant deficiencies and makes recommendations to ensure adherence to cost objectives.
Prepares various real time reports and briefs for EVAL Managers while providing status updates on budgetary requirements in order to anticipate resource needs, prioritize initiatives, and select optimal expenditures.
Researches, learns, and applies a wide range of methods to identify, assess, analyze, and improve budget effectiveness.
Recommends changes such as revised internal policies and procedures; new project management techniques, and budget expenditures; or other changes to address issues, replicate successes and enhance budget effectiveness.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Non-critical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service.
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
Specialized Experience:
At the GS-12: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Perform reviews and critical budget assessments of past expenditures, new or revised program plans and relevant regulation and policy; advises on funding of proposed program changes or new initiatives. The ability to manage and control approved budget allocations within established constraints and advises on funding strategies. Conduct analysis of the short- and long-range resources to formulate budget proposals and recommendations for all projects, travel, and training expenditures and unfunded requirements. Possesses the ability to review and certify all travel authorizations and vouchers to ensure accuracy and that the funding is available. Possesses the ability to prepare and submit Government Purchase request.
At the GS-13: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Perform reviews and critical budget assessments of past expenditures, new or revised program plans and relevant regulation and policy; advises on funding of proposed program changes or new initiatives. The ability to manage and control approved budget allocations within established constraints and advises on funding strategies. Conduct analysis of the short- and long-range resources to formulate budget proposals and recommendations for all projects, travel, and training expenditures and unfunded requirements. Independent coordinates with the agency Financial Management Office to ensure all funding is received, allocated and returned as applicable. Ability to create, update, and maintain Lines of Accounting within the Defense Travel System. Possesses the ability to review and certify all travel authorizations and vouchers to ensure accuracy and that the funding is available. Possesses the ability to prepare and submit Government Purchase request.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
Education cannot be substituted for experience at these grade levels.
