You will serve as a Supervisory Human Resources Specialist (Employee Benefits) for the Small Business Administration (SBA), Office of Capital Access (OCA), People Operations Disaster Division (PODD) in Herndon, Virginia. The incumbent manages and supervises the Employee Benefits Program for the Office of Disaster Recovery and Resilience (DR&R) and Office of Capital Access (OCA), including Headquarters and its Centers.

Duties

As a Supervisory Human Resources Specialist (Employee Benefits) at the GS-0201-14, some of your typical work assignments may include: Determines correct retirement coverage and estimates of annuities based on available options. Plans, implements and provides expert level advice to managers and supervisors on comprehensive benefits and injury compensation programs. Develops guidance and/or provides input for policy directives. Represents SBA at government-wide conferences and meetings. Provides guidance on entitlements and benefit options to all employees. Research laws, rules, regulations and precedents and identifies employees entitled to relief under the Federal Erroneous Retirement Coverage Correction Act (FERCCA) . If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities. This is a Permanent position, which is a competitive service status position with a full-time work schedule. PODD is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation. Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date. This is not a bargaining unit position.

Requirements

  • U.S. citizenship is required.
  • Favorable background investigation and credit check are required.
  • Credit score below 500 may negatively impact consideration in the hiring process.
  • You must meet time-in-grade requirements by the closing date, if applicable.
  • A one-year supervisory/managerial probationary period may be required.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • This position is not included in a bargaining unit.
  • You may be required to complete a one-year probationary period for non-supervisors if you fail to complete the one-year supervisory/managerial probationary period.

Qualifications

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy). Time-In-Grade Requirement: GS-14: Must have held grade GS-13 for 52 weeks. You may qualify based on experience. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position performing the below: Experience in determining employee eligibility and options for various retirement plans/systems to include Civil Service Retirement Systems (CSRS), Federal Employees Retirement System (FERS/FER-RAE/FERS-FRAE); Experience in determining employee eligibility for various benefit programs such as health insurance, life insurance, thrift savings plan, long term care insurance, vision insurance, dental insurance; Responding orally to address benefit inquiries and/or requests for benefit information; Responding in writing to address benefit inquires and/or requests for benefit information; Evaluating a benefit program and/or the impact of changes in law or regulation related to a benefit program; AND, Leading or supervising a team of individuals involved in human resources.
