You will serve as an Deputy Director Human Resources for the Small Business Administration (SBA), Office of Capital Access (OCA), People Operations Disaster Division - PODD in Herndon, Virginia. This position reports directly to the Director of Human Resources. The incumbent of this position develops, plans, directs, coordinates, and supervises the Human Resources Management (HRM) program of the SBA disaster enterprise.

Duties

As Deputy Director Human Resources at the GS-0201-15, some of your typical work assignments may include: Serves as first line supervisor to the CHROs and other Supervisory HR Specialists and as a higher-level supervisor to a number of Human Resources Specialists and Assistants. Makes or approves selections to the PODD staff, recommendations for promotions and awards, and decisions on adverse actions and disciplinary actions. Establishes priorities, assigns projects based on difficulty, capabilities, and specialized knowledge and skill of staff members. Provides advice and information to management and ensure that OCA program decisions are in compliance with the Federal personnel system. Adapts HR goals, policies, and practices to the specific needs of the OCA and utilizes HRM resources to meet OCA goals and objectives. Pro-actively analyzes potential effects of new or proposed HR legislation or regulations from the Office of Personnel Management (OPM) or proposed Standard Operating Procedures (SOPs) from the SBA. Develops disaster-specific guidance on HR policies. Shares responsibility with Director of PODD in evaluating OCA 's short and long-term HRM needs and objectives and formulates plans for addressing them. Develops, and directs the implementation, of OCA HRM procedures and operating instructions to ensure the consistent application of HR laws, regulations, and policies by all of the Center HR Offices. These areas include staffing, recruitment & placement, benefits, classification/ position management; compensation, and pre-employment suitability. Ensures that the regulations and guidance are understood by OCA managers, supervisors and employees. A valid driver's license may be required. This is a Permanent position, which is a competitive service status position with a full-time work schedule. PODD is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation. Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date. This position is not included in a bargaining unit.

Qualifications

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy). Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Time-In-Grade Requirement: GS-15: Must have held grade GS-14 for 52 weeks. You may qualify based on experience. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-15: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-14 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Leading or supervising a Human Resources (HR) staff to accomplish program goals and objectives; Applying various federal HR regulations, policies and practices for civil service employees in at least one of the following functional areas: staffing/recruitment and placement, position classification and position management, employee relations, benefits, or employee development; Communicating both orally and in writing to provide information and guidance on various HR regulations, policies and procedures to management, subordinate staff and external customers; AND Evaluating the effectiveness of HR operations and procedures and recommending/implementing improvements.

GS-15: There is no educational substitution at this grade level.
