This position is for the Center for Development & Civic Engagement in the Volunteer Support Service at the Bedford VA Healthcare System located in Bedford, MA. This position is full-time at 40 hours per week.
Duties
This position serves multiple inpatient and outpatient Veterans through diversional activities, civic engagements, partnership solutions, philanthropy, volunteer support, acquisitions and purchases from donated funds. Duties include, but are not limited to:
Interacts with all inpatient programs in the VA Bedford Healthcare System.
Responsible role in providing, securing, and/or negotiating human resources and financial resources and oversight to manage and run Center for Development & Civic Engagement (CDCE) in support of VA Bedford HCS mission.
Key player in decision making processes and in matters that involve the following vital functions/services: program analysis, budget administration, contract administration.
Evaluates and monitors administrative activities and makes substantive recommendations for program improvements.
Independently prepares administrative reports for the Chief of Center for Development & Civic Engagement (CDCE), to include, monthly performance improvement reports, and other reports requested by management for internal and external stakeholders.
Assists in screening initial volunteer calls, scheduling information and orientation classes and documenting attendance.
Maintains and manages an up-to-date data base of critical contacts for Center for Development & Civic Engagement (CDCE) including dignitaries, senators, congress, and state and local contacts.
Independently identifies and researches various VA policies and cites these resources and statutes in responses to the congressional liaison.
Provides the budgeting and financial management for Center for Development & Civic Engagement (CDCE).
Performs continuous review of all operating and financial programs.
Evaluates requests for appropriateness within regulations, contracting locations in the community for ceremonies.
Extensive knowledge of the directives, policies, and regulations used in Center for Development & Civic Engagement (CDCE), such as work processes and program goals, objectives.
Develops new or modifies existing workflow patterns, organizational structures, records, and file/record management process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Administrative Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience includes performing the full range of administrative management; interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues; responsible for the oversight of Volunteer onboarding record management, ensuring that all applications, medical requirements, privacy agreements, functional category documentation, training classes, immunizations and annual appraisals are up to date in each Volunteer record; Monitoring and managing equipment, space, and supplies; Identifying personnel management needs and or problems and makes recommendations relative to resolving barriers to the efficient and successful operation; Assisting in determining future staff and human resource needs and works to fulfill those needs; Providing the budgeting and financial management; Analyzing program reports, financial reports, and other accounting data, correlating and verifying information, and resolving discrepancies with the appropriate accounting office; Managing the purchasing and reporting from Fund Control Points of donated and budgeted funds; Assuring that all expenditures are properly authorized and documented and ensures funds are properly allocated and spent in a timely manner. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B., J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position. This education must have been obtained in an accredited in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Combination: Equivalent combinations of successfully completed graduate level education (beyond the first year - 18 semester hours) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although physical effort may be required when CDCE team projects occur, (example: Produce Market, transporting Veterans in wheelchairs, receiving heavy packages). Duties may subject the employee to frequent interruptions during a normal workday. Occasional travel to other medical centers, external stakeholder events, or community-based outpatient clinics may be necessary to effect CDCE program goals.
The work is primarily performed in an adequately lighted and climate-controlled office. The work may require occasional travel. Team events and hospital events supported by CDCE may be outside year-round, (monthly produce market, Corvette show, concerts, etc.)
