The primary purpose of this position is to exercise 2nd level supervisory and managerial authorities over the Sourcing Support Flight. Directs work activities through subordinate supervisors/leads with responsibility for providing advice, accountability, and expertise to higher management and/or senior leadership on a continuous basis.
Duties
Exercises 2nd level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time over subordinates predominately in the General Administrative, Clerical, and Office Services Group and at the journey level or higher.
Plans, organizes, and oversees the activities of the unit. Develops goals and objectives that integrate organization and engineeringobjectives.
Participates in special logistics operation projects and initiatives and performs special assignments. Identifies the need for specialprojects and initiates milestones and goals.
Represents the organization with a variety of installation and functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management positions and Miscellaneous Administration and Program Series 0301 positions.
SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-12 or equivalent in other pay systems. Specialized experience is experience in analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives on challenging and highly complex logistics or engineering projects/programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize, and direct mentor, motivate and appraise the staff of a small to medium sized organization.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to utilize "Art of the Possible" concepts and initiatives analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate both orally and in writing.
