Duties

Duties described below reflect the full performance level GS-11. Duties assigned to an entry grade of GS-7 or GS-9 will be developmental in nature. Experience working with systems access requests to include General Fund Enterprise Business System (GFEBS), Corporate Electronic Document Management System (CEDMS) and Standard Finance System (STANFINS). Experience with General Fund Enterprise Business System (GFEBS) helpdesk, OR Army Defense Civilian Pay System (DCPS) reporting and system support and cycles. Experience working complex Defense Agencies' Defense Civilian Pay System (DCPS) gross pay files processing posting to Defense Agencies Initiative (DAI) and advising junior team members with less complex customers. Experience with processing payroll files into accounting or like systems. Experience with Defense Agencies Initiative (DAI) and Defense Civilian Pay System (DCPS). Conduct financial analysis of financial systems (e.g., Defense Civilian Pay System [DCPS]) to develop reports and make recommendations. Resolve discrepancies to ensure the accuracy of data in an electronic financial management system. Performs analysis and makes recommendations for corrective or enhancement actions to ensure the adequacy of the internal control operations.

Qualifications

This position is developmental and selections may be made at the GS-7, GS-9, or GS-11 entry grade levels. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-7 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of aGS-05within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues. GS-9 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-07 grade level in the federal servicewhich demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues. GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience conducting analysis of data within electronic finance and accounting enterprise business systems, such as general fund enterprise business system (GFEBS). Experience must include maintaining audit compliance, resolving discrepancies and ensuring the accuracy of data. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For the GS-07 level, applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service. For the GS-09, applicant must have served 52 weeks as a GS-07 or higher in the Federal Service. For a GS-11, applicant must have served 52 weeks as a GS-09 or higher in the Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
