The Administrative Officer (AO) provides technical and administrative support services to the Supervisory Biomedical Engineering Services in the VA Medical Center stationed at the East Orange, NJ. The AO is responsible for preparation, updating, tracking, and trending of all reports and manages all service contracts for biomedical systems and devices.
Duties

Some of the duties and responsibilities of this position include (but are not limited to):
The AO acts as the Contracting Officer's Representative (COR) for assigned contracts.
Prepares contracting packages and schedules, monitors, and reviews all outside contracted services to insure
appropriate, high quality workmanship in a time frame that meets clinical needs.
Performs evaluations on assigned contracts and reports them to appropriate contracting individuals, Environment of Care committee as well as the Associate Medical Center Director.
Develops, formulates, and provides all essential data for the annual budget forecast for submission to the Associate Medical Center Director, based on studies of past expenditures, knowledge of Biomedical Engineering Service requirements, program plans and workload forecasts.
Maintains budget control records and assures that funds are used in accordance with the operating budget.
Enters 2237s (requests for purchase order) for all service contracts, parts and supplies and onetime services. Review and certify for payment vendors invoices and logs them in contract folders.
Tracks 2237s and perform IPPS related invoice certifications.
Provides for full administration of reporting, evaluation, and requirements associated with the Accreditation of the Medical Centers.
Administers the internal review, quality, and productivity initiatives for the Biomedical Engineering Services.
Completes actions in CMMS - Nuvolo - as assigned to maintain accurate inventory, contracts lists and WO statistics.
Manages & Tracks Endoscope Repair Process
Performs other related duties as assigned.

Qualifications
In order to qualify for this position, applicants must possess at least one of the following minimum qualifications:
SPECIALIZED EXPERIENCE: Possess one full year of specialized experience equivalent to the next lower grade level in federal service (GS-07). Specific qualifying specialized experience for this position (which should be documented on your resume) is: experience maintaining and updating company, department, or service-level databases and shared computer drives; creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions; managing and balancing financial aspects of general fund control points and purchase procedures; performing budgetary functions; and maintaining associated files, close-out documents, and budget amounts. EDUCATION SUBSTITUTION: Successfully completed a Master's or equivalent graduate degree; or two full years of progressively higher level graduate education leading to such a degree; or a related LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE TO APPLICANTS: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. COMBINATION: Possess equivalent combinations of experience and education as previously described to fully meet the requirements of this position. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Typically, the employee can be expected to sit at a desk or table with walking and standing throughout the day. Items such as boxes of office supplies and office equipment parts are carried from delivery carts for placement on shelves. Lifting of mildly to moderately heavy objects such as boxes of printer paper is routine.
