The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Veterans Integrated Services Network (VISN) level. The primary purpose of this position is to serve as the Administrative Officer (AO) for Nutrition & Food Service (N&FS), responsible for coordinating and monitoring of all Nutrition & Food Service administrative programs.

Duties

Duties: This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center, in the Nutrition and Food Service (N&FS) department. The primary purpose of this position is to serve as the Supervisory Administrative Officer (AO) for Nutrition & Food Service (N&FS) and is responsible for the coordination and monitoring of all Nutrition & Food Service administrative programs. The Administrative Officer at this level (GS-11) has supervisory responsibility of all office staff and has authority to make changes to the administrative programs to support NFS goals. Major duties and responsibilities include: ? Oversees and facilitates the administrative management for Nutrition & Food Service. ? Provides technical and administrative supervision to a Budget Technician, Program Support Assistant (OA) and administrative support staff. ? Manages the incentive awards program. ? Carries out Equal Employment Opportunity policies and program activities. ? Develops indicators, monitors and compiles data collection and analysis, and corrects actions and preparation of related reports ? Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters. ? Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division. ? Participates in regular meetings with leadership and other senior members to address administrative management issues, resolve problems and provide recommendations for correcting or improving processes and programs. ? Serves as the department Automated Data Processing Application Coordinator (ADPAC) and Contracting Officer's Representative (COR). ? Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures and position management for the Service. ? Reviews, interprets and provides recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all Service operations. ? Participates in the planning for budgeting needs and financial management for Nutrition & Food Service. ? Attends budget calls, reviewing guidelines and instructions in order to brief managers of schedules and data requirements. ? Coordinate with Assistant Chief, N&FS/Food Production Manager to control purchasing and use of supplies. ? Reviews office needs in order to plan and develop budget data and justification for review and approval. ? Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR; EDUCATION - Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. ~OR~ COMBINATION - Possess equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Administration and ManagementComputer SkillsContract AdministrationManaging Human ResourcesQuality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Preferred Experience: Knowledge with VHA systems, including but not limited to VATAS, SEPG,VISTA,FMS and purchase card program. Ability to work in applications of Microsoft Office. Level 1 COR minimum. Knowledge and background in food service and food management. Driving preferred. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
