The incumbent serves as the Supply Chain Administrative Officer in a Network Logistic Office (NLO) and provides administrative responsibility, accountability, supply operations oversight and support for the Medical Centers located throughout the geographic area of VISN 2's catchment area.
Duties
Program Analysis
Develops Supply Chain metrics that identify business objectives and factors that drive the right Supply Chain behaviors.
Plans and executes approved strategies and provide expertise to improve supply availability, focusing on supporting Veteran care within the health care network.
Conducts product reviews, audits, systematic internal reviews, and follow-up reviews to ensure efficient organization of administrative activities, including analyzing data, data collection, distribution, tracking, implementation, reporting of directives, policies, and procedures.
Serves as a VISN Recall Coordinator for the Product/Safety Alert Recall Management program.
Assists with the implementation, maintenance, and compliance of the recall/alert program, consistently monitoring the program (as assigned) to ensure that alerts and recalls are managed and communicated appropriately, which requires reports to be submitted timely.
Monitors each recall assignment through completion and ensure recall notice criteria are met.
Coordinate with facilities to ensure that alerts/recalls are forwarded to the appropriate Facility Designated Service Area Specialist for immediate action and response.
Personnel Administration and Management Work
Performs the full range of personnel management and administrative management functions for a complex organization.
Acts as the liaison with the Human Resources Office concerning personnel-related matters.
Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures.
Assists managers and staff in projecting staffing needs, writing position descriptions, preparing performance plans and appraisals, processing award requests, drafting disciplinary and adverse actions as well as assisting with the development and execution of organizational charts.
Assists the CLO in managing payroll and budgetary projections.
Keeps managers informed of the status of on-going personnel actions.
Processes information regarding disciplinary actions, union issues and other confidential materials.
Schedules appointments, coordinates meetings and/or conferences.
Administrative Management
Provides for the overall administrative management of the organization.
Applies new policies, provides advice on requirements, maintains administrative systems and prepares administrative paperwork. .
Conducts quarterly site visits for auditing purposes as required.
Processes requests for access to proprietary programs, including but not limited to Leaf portal, national and VISN PowerBI production and non-production sites, GIP, IFCAP, AMES/MERS, Electronic Hazardous Recall/Alerts Database and LEAF Portal. Manages the Network Logistics SharePoint including design, access and data availability.
Is the SME for the Network Logistics Leaf portal designing and managing current and new forms and workflows associated with the portal.
Serves as the Public Relations liaison with organizations and/or leading representatives such as: congressional offices, news media, state and local officials, high ranking officials in the field or industry.
Correspondence Control
Manages and/or prepares responses to correspondence in an organization.
Manages a wide variety of correspondence from external stakeholders and determines appropriate action to be taken.
Researches and writes letters in response to inquiries at own initiative as well as at the request of the manager.
Develops systems to control records on all incoming correspondence and action documents for follow-up to assure timely action or reply, and for filing to enable easy retrieval of document and correspondence received.
Works directly with the facilities to ensure timely submission of all required and requested information.
Government Purchase Card Holder
Conducts purchasing for the network, under the micro purchase threshold and must have knowledge of the Federal Acquisition Regulation (FAR), VA Acquisition Regulations (VAAR) and other federal procurement laws.
Purchases various equipment, supplies, and services using the government purchase card for micro purchases.
Tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends.
Researches, reviews, develops spreadsheets, and prepares reports for procurement under the micro-threshold to address departmental needs from the Supervisor.
Work Schedule: 8AM-4:30PM (ET)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. You must have an combination of specialized experience and education 3 full years of progressively higher level beyond graduate level in an accredited college or university. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
