The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Serves as the Performance Coordinator that includes controlling, reviewing, monitoring, and validating all performance evaluation reporting systems and associated reports including Work Planning and Control (WP&C), Release/Recall listings, and individual performance reports. Provides monthly input and timely extraction and analysis of release/recall information to ensure validity prior to use.
Serves as the Operation's expert and point of contact on performance issues, resolving problems and conducting training for measured and unmeasured employees. Meets with National Treasury Employee Union (NTEU) to share TEPS standards and/or other performance data, to serve as a resource person on management bargaining teams to compile and analyze data, and to assist management in determining its interests.
Inputs, monitors, and validates WP&C data. Identifies discrepancies and trends for the manager to analyze and determine a course of action.
Performs extensive workflow and operational reviews and prepares comprehensive program analyses to evaluate the effectiveness of program operations and workflow in meeting established goals and objectives. Conducts briefings to communicate findings, advice, and course of action, implementation plans, directives, and guidelines.
Participates in various types of special projects and studies that require research and analysis of gathered data, and recommends solutions in response to special problems or projects related to Submission Processing, Accounts Management, and Compliance.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-11:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Examples of specialized experience includes: Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience with cross functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Experience using principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.

EDUCATION: A Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field, or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
