The primary purpose of this position is to serve as a project leader/process improvement specialist responsible for providing project leadership and technical support for the overall installation Continuous Process Improvement (CPI) initiative at the installation level.
Duties
Recognized as the Wing technical authority in Continuous Process Improvement (CPI), advises on CPI implementation and sustainment. Facilitates significant customer driven, results oriented quality and process improvement activities using Lean Six Sigma (LSS) and/or various CPI strategies, as appropriate, across the wing.
Serves as a trainer for introductory methods/tools, also known as "Green Belt" (GB) courses. Exercises responsibility for conduct of training from registration through acceptance, classroom instruction to course completion.
Serves as the project leader responsible for leading complex projects, often cutting across organizational activity lines. Defines customer "critical to quality" factors, process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced process cycle time.
Studies the structure and/or functions of organizations with interrelated work processes or functions to improve processes, maximize resources utilization. Resolves substantive issues of moderate scope, and proposes new process flows, organizational structures, realignment of functions, solutions to space/supplies/equipment issues, and/or staffing levels.
Prepares detailed plans and performs work measurement, methods and procedures, manpower requirements utilization, benchmarking, and/or time engineered studies for substantive work processes and functions that are interrelated to improve production efficiency.
Represents the wing at a variety of functional area organizations. Establishes, develops, and maintains effective working relationships with other Air Force CPI agents, members of management staff, external customer representatives, and other support personnel.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough and skillful knowledge in applying CPI analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Thorough knowledge and skill implementing a continuous improvement approach to process management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of management engineering, wing organization and its supporting elements and programs, missions, policies, and goals as related to principles, concepts and methodologies.
2. Knowledge of process improvement techniques such as qualitative and quantitative methods for process improvement projects.
3. Knowledge and skill in applying analytical and evaluative methods and techniques to a broad range of functional areas.
4. Skill to identify and coordinate multiple and related missions, functions, and issues across the wing, and recommend innovative, feasible and logical solutions in a cohesive format.
5. Ability and skill using PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques.
6. Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials to obtain information about organizational missions, functions and work procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
Air Force certified CPI practitioner at the levels of Green Belt (GB), Black Belt (BB), and Master Black Belt (MBB) per AFI 38-401, 2.9.2. with experience as a platform instructor and/or in operational level command and control, is highly desired.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
