The purpose of this position is apply a high degree of functional expertise and analytical skills to all phases of the Command's budget program, from budget formulation and budget review, to continuing budget analysis and implementation. The incumbent contributes substantively to the program planning efforts of the Director of Capability and Resource Integration (J8) and Command technical/functional managers.
Duties
DUTY 1: Budget Development, Presentation and Defense - Participates actively with the J83/J8 and members of the Command's management team in efforts to develop short- to long-range program plans and associated fiscal requirements that are not only supportive of cyberspace program objectives and priorities, but achievable within realistic resource parameters.
DUTY 2: Budget Execution - Works collaboratively with the J83/J8 and Command management to develop plans for allocating funds provided via approved budgets. Prepares Financial Plans for execution of allocated funds for the current and current year + 1 fiscal years, and other exhibits as required by USSTRATCOM, USAF or OSD.
DUTY 3: Budget Analysis - Serves as a primary point-of-contact with external functional support commands that provide the Command with financial management services to investigate and resolve any apparent deviations from budget execution plans. Generates regular and unique financial management reports.
DUTY 4: Fiscal Program Policy and Processes - Supports the J83/J8 in devising and refining innovative methods, tools and criteria to increase the effectiveness of fiscal plans and policy to supporting achievement of Command program plans, goals and objectives. In particular, focuses attention and efforts on elements of the cyberspace program that are not adequately addressed by "standard" budget and accounting methods and tools (e.g., Command specific business processes, analytical methods to estimate the cost savings associated with aversion of attacks on the GIG).

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include broad, expert knowledge of the DoD PPBE System, including regulatory foundation, policy, processes, products, terminology and documentation requirements. Equivalent knowledge of other Federal, DoD and USAF regulatory, policy and process directives governing all phases of the fiscal life cycle, which enables the incumbent to serve as an expert consultant and analyst to colleagues and customers, and to lead and facilitate budget planning, presentation and execution for the Command's fiscal resources program. This assignment regularly requires a level of knowledge that enables the incumbent to work collaboratively with other SMEs and customers to devise innovative and feasible approaches to addressing issues that, unresolved, would threaten the Command's ability to obtain and apply fiscal assets to support mission-essential cyberspace operations. Demonstrated high degree of skill in selecting, adapting and applying financial analysis methods and techniques to provide customers with insights into application of fiscal resources to program plans and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and understanding of the DoD Planning, Programming and Budgeting Execution (PPBE) System, including regulatory foundation, policy, processes, products, terminology and documentation requirements.
Skill in selecting, adapting and applying financial analysis methods and techniques to provide customers with insight into application of fiscal resources to program plans and operations.
Demonstrated ability to contribute substantively to technical/functional leaders' "line" program planning and management by providing analytical findings and recommendations on resources planning and management challenges.
Ability to apply computerized fiscal planning and management systems, and standard office productivity software.
Skill in applying analytical methods governing Federal/DoD/USAF efforts to define, document and manage budgets; conduct budget analysis; prepare financial assessments, reports and studies; and adjust financial plans.
Ability to clearly communicate complex information on financial planning and management strategies and analytical findings. The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
CONDITIONS OF EMPLOYMENT CONT.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management Section 1599d. Incumbent shall comply with the requirements of this certification program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
