You will serve as the Head of the Workforce Development Branch of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).
Duties
You will interpret and apply laws, regulations, policies and procedures for the Workforce Development program.
You will plan, implement, manage, and deliver employee development and training programs.
You will apply state-of-the-art techniques and practices in the field of employee training, adult learning theory, and organizational development.
You will communicate with all levels of management and counterparts internal and external to the Division.
You will conduct skills gap analysis and needs assessment, and implement appropriate training plans.
You will integrate employee training and development with the Division Strategic Plan.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning or implementing a workforce development program (e.g., employee training) to ensure organizational development. Examples of Qualifying Experience may include demonstrated knowledge in the Government Purchase Card Program, Simple Acquisition Contracts, Defense Acquisition Workforce, Technical Competency, SMART program, Advanced leadership programs, Mentorship programs, Supporting onsite/offsite training courses, Supervisory training, Employee development training, Mandatory training, New employee onboarding, etc.
