Serves as an analyst responsible for analyzing, evaluating, and advising on programs related to the operations and programs responsible for efficient, accurate, and timely receipts, referral of applications to CSR Scientific Review Groups (SRGs) or NIH Institutes and Centers (ICs) for initial peer review and to IC(s) as the potential awarding components.

Duties

Serve as an analyst and, independently or as part of a team, plan, manage, and/or evaluate large public health program(s), projects, and/or study activities. Conduct short and long term planning, program development, policy and program analysis, and program evaluations. Establish program standards, policies, strategies, goals, and evaluation plans. Research various sources and references and respond to inquiries and write issue and background papers, a variety of reports, program policies, proposals, and other substantive program documentation. Manage complex public health contracts, grants, awards, and/or cooperative agreements. If you are selected at the GS-9 or GS-11 level, you will essentially perform the same duties as those described above, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

Qualifications

In order to qualify for a Public Health Analyst, GS-0685 position at the GS-09 level, you must have: A. completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or JD., if related. Degree major must have been public health or other field of study with coursework directly related to the work of the position to be filled; OR B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: researching public health information; generating reports related to scientific planning initiatives; compiling data for a public health program or project; and assisting in the coordination of public health activities; OR C. a combination of directly related post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Public Health Analyst, GS-0685 position at the GS-11 level, you must have: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. Degree major must have been public health or other field of study with coursework directly related to the work of the position to be filled; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting with conducting and coordinating strategic planning activities within a public health organization; collecting and compiling data to evaluate the overall effectiveness of a public health program; drafting and administering public health program surveys; and preparing staff reports and presentations; OR C. a combination of directly related post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Public Health Analyst, GS-0685 position at the GS-12 level, you must have: 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs; developing qualitative and quantitative methods and strategies for planning, evaluating, and documenting public health program activities; assisting with developing data collection instruments, instructions, and other substantive resources; monitoring funding for a public health program.
