This position is located in the Workforce Operations, Communications, and Reporting Branch (WOCRB), Division of AIDS (DAIDS), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).

Duties

If selected the incumbent may perform the following duties: Serve as expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and non-governmental organizations from multiple sectors at the community, State, national and/or international levels. Prepare directives, issuances, memoranda, policy statements, and legislative proposals to introduce new initiatives and to recommend effective operations consistent with overall program objectives. Analyze existing or proposed systems, strategies, services, or other health-related matters for long range implementation and administration of the public health program. Serve as a principal advisor in developing and formulating short and long range public health program goals, objectives, and policies. Analyze complex public health policies, programs, and statistical standards to advise senior management on public health policies, operations, products, and services. Develop and apply new or revised program methods, organizational structures, and technologies to carry out program objectives. Exercise management responsibilities related to the initiation, administration, and/or close out of grants and cooperative agreements If you are selected at the GS-12 level, you will essentially perform the same duties as those at the full performance level described above, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

Qualifications

In order to qualify for a Public Health Analyst, GS-0685 position at the GS-12 level, you must have: A. 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs; developing qualitative and quantitative methods and strategies for planning, evaluating, and documenting public health program activities; assisting with developing data collection instruments, instructions, and other substantive resources; monitoring funding for a public health program. In order to qualify for a Public Health Analyst, GS-0685 position at the GS-13 level, you must have: A. 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: coordinating studies related to the planning, development, organization, administration, evaluation, and delivery of public health programs; developing short and long range plans for a public health program; providing recommendations on future public health efforts based on statistical analyses; and coordinating advisory planning committees or workgroups to discuss public health programs. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
