You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Southern California Range Systems Branch of the Live Virtual Constructive Training Division in the Range Systems Engineering Department of NAVAL SURFACE WARFARE CTR CORONA DIV, San Diego, California Detachment. .

Duties

You will serve as RS20S3 SO Cal Tactical Training Range Communications Technical Subject Matter Expert, providing technical and engineering support in operations and maintenance of Radio Frequency (RF) communications and newer digital radio systems, You will serve as an operations and maintenance point of contact for field engineering projects impacting the local range or the range systems enterprise program, You will focus on systems integration of equipment with classified and unclassified networks and range communications infrastructure, You will track the implementation of systems integration projects and installation of system components for use within the SOCAL range training environment, You will ensure field engineering projects comply with DoD, DON Cyber Security and network security processes and policies to maintain network security compliance, You will develop and maintain project budget requirements, implementation time lines and projections, participating in planning and integration of new or enhanced range capabilities, You will participate in reviews, integrated program teams, and planning meetings, assisting higher headquarters in the analysis of fleet training communications requirements, You will respond to emergent requirements from the fleet community and translate them into technical program/project requirements, You will work with the IT Manager and Cyber Security manager to coordinate any changes to network architecture necessary to meet fleet training communications requirements, You will interface with customers (program office, other Commands, Fleet representatives, industry) to ensure requirements are satisfied and to identify any fleet training range support requirements, You will work within a teaming environment in the Range Systems communications and network community, providing guidance and leadership to assist contractors fulfill tasks and projects, You will monitor, evaluate, and report on local Operations and Maintenance contractor performance, You will serve as the Local Element KMI Manager to administer the COMSEC account, ensuring the program is compliant with CMS 1 (Series), appropriate security doctrines, and other security directives as they relate to KMI, You will coordinate with the RS Spectrum manager to ensure systems have spectrum approval to radiate.

Qualifications

For the NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS 9-10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector, applying analytical methods to business practices and operating procedures (e.g., technical training ranges, range systems, mission support capabilities, Cyber Security or COMSEC policies and procedures) to develop recommendations to improve program operations and increase productivity of secure communications or range system. For the NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS 9-10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector applying analytical methods to business practices and operating procedures (e.g., technical training ranges, range systems, mission support capabilities, Cyber Security or COMSEC policies and procedures) to develop recommendations to improve program operations and increase productivity of secure communications or range system. Education

For the NT-04 only:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a PHD or equivalent doctoral degree. OR, successful completion of three full years of progressively higher graduate level education leading to a PHD or equivalent degree. OR, an LL.M. that is directly related to the position being filled. OR, a combination of experience and graduate education as described above that equates to one year of experience.
