The Office of AO Human Resources (AOHR) carries out the agency's HR management, personnel and pay authorities. The Communications Specialist position is responsible for assuring consistent quality HR work products by reviewing, auditing, evaluating, correcting, enhancing, and advising on AOHR programs, practices, procedures, and outcomes.

Duties

This position will report to the Supervisory Human Resources Specialist (Compliance and Policy) in the Office of AO Human Resources (AOHR). The AOHR seeks an experienced Communications Specialist to develop and implement AOHR's strategic communication plans. The incumbent will manage internal communications, create human resources communication and briefing materials, and market programs and activities. The position requires excellent communication and writing skills as well as experience in HR and communications. The duties of this position include, but are not limited to: Serving as the subject-matter-expert in the development and implementation of the office's strategic communication plans that identifies the target audience, the message, method of delivery, and the desired outcome. Leading the development of long- and short-range planning documents for communication and marketing activities and campaigns. Developing AOHR wide communication plans and implementing yearly programmatic approach for strategic communications which includes coordinating and tracking strategic initiatives. Developing and editing standard operating procedures, policies, reports, articles, and training materials which includes analyzing and advising on changes in policies. Assessing, reviewing, and monitoring HR work products (i.e., SF-52's and other HR documents). Coordinating, facilitating, and designing strategic documents across AOHR's functional teams for AOHR leadership to clearly communicate the office's vision and goals. Developing and disseminating procedures and functional requirements that support the missions and functions of AOHR. Drafting written correspondence in response to congressional inquiries. Documenting quality assurance activities and creating audit reports and making recommendations for improvement. Transforming written descriptions of items, processes, issues, or events into visual representation and developing a variety of visual information products that are used to support and enhance the reader's comprehension of key subjects, topics, or ideas. Developing and implementing strategies to promote office-wide mission, goals, objectives, and accomplishments. Identifying and resolving workflow and production issues and making recommendations for improvement. Researching, developing, and recommending implementation of specific business practices which can contribute to improved customer support and can be translated into detailed functional requirements. Developing and writing informational materials and presentations to educate audiences about AOHR's functions, programs, and initiatives. Responding to special tasks and requirements by AOHR leadership. Utilizing SharePoint, PowerPoint, Excel, Adobe, Microsoft Word, Teams, and other content management platforms. Writing, editing, and reviewing material to appear in publications, reports, periodicals, brochures, speeches, and audio-visual productions.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Developing, implementing, and managing communication strategies to convey information to a variety of audiences and stakeholders; Preparing presentations, briefing materials, training documents and informational materials to highlight key initiatives, activities, and accomplishments; Planning, developing, and administering quality assurance standards to improve internal controls, compliance, and efficiency; and Developing visual displays of data, presentations, and briefing materials.
