Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) Officer, to serve as Chief of the FGC Operations Division. In this role, the incumbent directs command and control and oversight/support of Reserve operations. Oversees training to reservists in accomplishment of organizational tasks. RESPONSIBILITIES: 1. Plans, organizes, directs, and oversees the activities of the Operations Division of the Force Generation Center (FGC) through Branch chiefs and their associated staffs, ensuring the organization complies with legal and regulatory requirements and meet AFRC/CC Commanders Intent. 2. Exercises supervisory personnel management responsibilities. Direct, coordinate, and oversee work through subordinate supervisors. Advise staff regarding policies, procedures, and directives of higher-level management or headquarters. Select candidates for subordinate non-supervisory positions and recommend selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO/diversity objectives. 3. Directs the the AFRC Battle watch. Establish and manage, in collaboration with the AFRC Command Center, 24/7 Command and Control of AFRC forces. Maintain 24/7 operations and provide a single Operational Voice to internal/external customers on behalf of AFRC. Provide en-route mission planning support and mission monitoring to AFRC off-station training missions. 4. Provides overall management and guidance for oversight and operational support of the AFRC forces. Prioritize and source validated requirements for AFRC aircraft/crew to support operational and internal training requirements. 5. Represents the FGC and Operations Division at meetings and conferences attended by representatives of other staff offices, HQ AFRC, HQ USAF, other major commands (MAJCOM), and other military agencies. Establish, develop, and maintain effective working relationships. Identify the need for special projects and initiate milestones and goals. 6. Serves as a senior advisor to the FGC Commander/Deputy, providing counsel and guidance to them on all issues concerning the generation of AFRC capability to support external and internal requirements and on solutions to controversial and/or highly sensitive issues. Update the FGC Commander/Deputy of proposed plans, programs, policy decisions, commitments, and potential difficulties with DoD, HQ USAF, Major Commands, ANG, and other agencies on FGC operations issues.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: One year of specialized experience which includes developing, directing, and managing the functions of the Operations Division for the Air Force Reserve Command Force Generation Center. This includes but not limited to logistics policies and procedures, and command and control methods, policies and procedures applicable to the management of AFRC organizations and personnel. This definition of specialized experience is typical of work performed at the GS-13 grade/level or equivalent position in the federal service. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force and AFRC operation concepts, logistics policies and procedures, and command and control methods, policies and procedures applicable to the management of AFRC organizations and personnel. 2. Knowledge of aviation and non-aviation operations, AFRC/Other MAJCOM functions, missions and directives; structure of subordinate units and their missions; aircraft/equipment limitations and capabilities sufficient to determine feasibility of mission requirements. 3. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to develop comprehensive reports. 4. Ability to plan, organize, and direct functions and mentor, motivate, and evaluate the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good order, discipline and working relations. OTHER SIGNIFICANT FACTS: 1. This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully execute and manage the command operations. 3. This is a designated key position in accordance with HQ AFRC/DPCS Attachment 71 to the guideline FPM 930-71; the term "key" as it is used here relates to the ART program that defines the position as critical to the unit's mobilization capability and has no relationship to the term "key" as defined in AFI 36-507. 4. This is designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. 5. Employee must qualify for and retain a TOP SECRET clearance. This position is designated as Critical Sensitive. 6. Must have prior rated aircrew experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
