This Program Analyst position is responsible for planning, developing, analyzing, and implementing projects to improve the delivery services to the Veterans in the Homeless Program.

Duties

Project implementation including coordination of required program goals, information systems and resources. Assists the Homeless Program Manager / Designee in ensuring the program is operated in compliance with all VHA policies and procedures. Design and implement monitoring tools to assess effectiveness of new and/or existing procedures and/or programs. Maintain proactive communication with Homeless Program Manager, designee on the status of all project, problems and issues in the planning and implementation. Project implementation including coordination of required program goals, information systems and resources. Work Schedule: Monday-Friday 7:30am-4:00pm Subject to change based on the needs of the Agency. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the S-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: I have one (1) year of specialized experience equivalent to the GS-07 level in the Federal service which includes 1) Assisting with the collection, review, and analysis of statistical data utilized for program planning and development; 2) Providing guidance on administrative and operational management support issues; 3) Utilizing office automation systems and software to prepare reports, graphs, charts, tables, and various communication products. OR Successfully completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: Analysis and Problem SolvingClient OrientationComputer SkillsPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary in nature. Typically, the employee will sit to do their work.
