This position is the Administrative Officer for the Research Service under the Chief of Staff Office at the Hershel "Woody" Williams VA Medical Center (VAMC). The incumbent is responsible for planning, developing, and directing the complex administrative activities of the Research Program including but not limited to administrative oversight of laboratory, human, and animal studies research and associated review boards accounting and budget management, procurement and contracting.
Duties
Major duties and responsibilities of an Administrative Officer include but are not limited to the following:
Administrative Officer:
Manage and coordinate all administrative aspects of the Research Service.
Development and implementation of policies and procedures related to budget and fiscal management.
Supply, service and equipment procurement.
Contract negotiation.
Prepare correspondence to Central Office and other Medical Centers.
Serve as the electronic records system administrator for the Research Office.
Coordinates activities with the affiliate university Institutional Review Board (IRB) and the Marshall University
Office of Research Integrity (ORI).
Personnel
Manage all personnel and HR related functions for the service
Analyze and interpret workload, budget, and staffing data to evaluate and modify organizational structures and systems.
Facilitate recruitment of scientific and clinical research personnel.
Oversee all staff changes to research approved by the VA Central IRB and other external IRBs, and ensure
researchers are compliant with local training, credentialing, and conflict of interest requirements.
Provides administrative orientation for new staff.
Fiscal
Responsible for the maintenance and execution of the service's annual budget.
Establish internal control systems to assure sound fiscal management in accordance with generally accepted
accounting practices.
Manage procurement and contracting for the organization.
Prepare and review purchase orders for supplies and non-expendable property.
Ensures official travel complies with VA policy.
Committee Support
Support multiple regulatory committees.
Serve in an advisory capacity to the R&D Leadership, research investigators, research committee members, and research committee Chairs.
Review committee actions and procedures to ensure compliance.
Manage the required registrations for programs and updates committee rosters with multiple oversight entities.
Oversee the administration of the Service's inspection preparedness plan for Quality Assurance programs.
Develop and manage required annual and semi-annual reviews of the assigned programs.
Prepare committee and reviewer materials with appropriate documentation.
Responsible for efficient and compliant processes for research project review, approval, and oversight.
Analyzes key steps in review process to identify potential for significant quality process improvement.
Research Quality and Compliance
Serve as medical center SME for policies, processes, and requirements related to the regulations
for human subject research, animal research, and biomedical laboratory research.
Develop administrative Quality Control systems, policies, and procedures for the service.
Tailor quality program management strategies and techniques to fit the operations, culture and interests of the
investigators and staff.
Develop and maintain a pre-review program that coincides with the appropriate Committee review of all
research and ensures that research projects are reviewed by appropriate personnel.
Review ORD studies for administrative compliance and
appropriateness
Review serious adverse event and unanticipated problem reports.
Work Schedule: Monday-Friday, 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing or obtaining a variety of management services essential to the direction and operation of an organization, extensive knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of an organization.
1. Helping management to identify its financial, personnel, and material needs and problems.
2. Developing budget estimates and justifications; making sure that funds are used in accordance with the operating budget.
3. Counseling management in developing and maintaining sound organization structures, improving management methods and procedures, and seeing to the effective use of men, money, and materials.
4. Collaborating with personnel specialists in finding solutions to management problems arising out of changes in work which have an impact on jobs and employees.
5. Advising on and negotiating contracts, agreements, and cooperative arrangements with other government agencies, universities, or private organizations.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 1/2 years of higher level graduate work
Graduate Education: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Physical Requirements: This work is mostly sedentary. Work is performed in office setting with long hours at computer.
