You will serve as a MANAGEMENT ANALYST (DIRECTIVES/FORMS) in the Regulations and Directives Branch, Secretariat Division of BUREAU OF MEDICINE AND SURGERY.

Duties

You will translate management theories and principles into actions to develop, implement and evaluate administratively efficient, effective and correct directives and forms. You will utilize established management principles. You will conduct procedural analyses and improvement studies and review procedures to find opportunities for improvement and simplification throughout Navy Medicine. You will apply a variety of administrative and technical program areas requiring concurrent review and involving a diversity of work processes. You will coordinate material with other Navy Medicine offices to obtain approval for new or revised operational or administrative techniques.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-9) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience corresponding with military and civilian personnel of all rates and grades in person and in writing; Experience conducting complex management analysis studies (i.e. administrative systems, procedures, methods and functions) in medical facilities, navy medical centers, and hospitals; Experience preparing detailed analytical reports on problems and studies to include specific recommendations for improvements; Experience developing notices, instructions, manuals, transmittals, forms or other issuances necessary to implement approved procedures or studies; Experience using automated systems/software effectively (i.e. e-mail, web browsers, word processors, spreadsheets, desktop publishing and automated forms programs). SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
